Eliminate "The Council had no comments." MOTION: Forslund made a motion, seconded by Doty, to approve the February 9, 1981 regular meeting minutes as corrected. Ayes -2 Abstentions- 2(McCarty /Hodges were not present at this meeting) Nays -0 MOTION CARRIED. Corrections: 6. Approval of February 17, 1981 Special Meeting Forslund: Page 2, 2nd paragraph -After the Minutes words "Exhibit A" include "The Council approved Exhibit A to include: The Water Resource map from Ramsey County Soils and Water Conservation, City maps of the wetlands, and wetland data sheets from the Ramsey County Soils and Conservation." MOTION: Doty made a motion, seconded by Hodges to approve the February 17, 1981 special meeting minutes as corrected. Ayes -4 Nays -0 MOTION CARRIED. There were no comments from the audience. Councilmember Doty removed Item B for discussion and Councilmember Forslund removed Item D for discussion. MOTION: Forslund made a motion, seconded by Doty to approve Consent Agenda Items A and C, and waive reading of the resolutions. Ayes -4 Nays -0 MOTION CARRIED 7. COMMENTS FROM THE FLOOR 8. APPROVAL OF CONSENT AGENDA Councilmember Doty recommended the following changes 9. DISCUSSION OF RESOLUTION to the development agreement: 1245 (Approving Develop- ment Agreement #79 -28) 1. Remove the phrase "Chapter 429 of the Minnesota Statutes" and substitute the phrase "Mounds View Home Rule Charter and Chapter 26 of the Municipal Code 2. Add a #21 to read In the event that a portion of this agreement is found to be invalid, it does not cause the remainder of this agreement or any rights claimed by the City in this agreement to become invalid."
