MOUNDS VIEW CITY COUNCIL March 9. 1981 <br />Special and Regular Meeting Page Five <br />Mayor McCarty asked if Mr. Miller would be <br />willing to amend the plat. <br />Mr. Miller stated that he was not amiable to <br />an amended plat. <br />Councilmember Blanchard stated that she is <br />familiar with the property, but that she had <br />not recently walked it, but had done so many <br />times as a youth, and that the property had <br />always been wet. <br />MOTION: Mayor McCarty made a motion, seconded by <br />Found to approve the preliminary plat for Lot 1, <br />Block 1, and Lots 1, 2, 12 &13, of Block 2, subject <br />to the remainder of Block 2 being designated as an <br />outlot, to grant approval for the rezoning from R -1 <br />B -2 to I -1, except for the land within the outlot <br />which would be subject to the provisions of <br />Ordinance No. 301. <br />The vote was taken by calling of the roll. <br />Ayes -5 <br />Nays -0 MOTION CARRIED. <br />Official Rose discussed the different classi- <br />fications of Wetlands. He stated that Block 1 <br />on the Ramsey County Soils Map indicates a <br />wetland that needs to be studied. <br />AMENDMENT TO THE MOTION: Mayor McCarty made a <br />motion, seconded by Doty, to approve the <br />preliminary plat for Lots 1, 2, 12 13, of <br />Block only, subject to the remainder of <br />Block 2 being designated as an outlot, and to <br />approve the rezoning from R -1 and B -2 to I -1, <br />except for the ror the land within the outlot which <br />would be subject to the provisions of <br />Ordinance No. 301. <br />The vote was taken by <br />Ayes -4 <br />Nays -1 (Councilmember <br />MOTION <br />calling of the roll. <br />Hodges voted nay). <br />CARRIED. <br />COUNCIL RECESSED FOR A BREAK: 8:26 p.m. <br />COUNCIL RE- CONVENED AT: 8:44 p.m. <br />AMENDMENT TO THE AMENDED MOTION: Mayor McCarty <br />made a motion, seconded by Hodges to further <br />amend the last action by approving the pre- <br />liminary plat to allow development on Lot 1, <br />3lock 1, excepting wetland areas therein, and <br />to grant rezoning approval from R -1 and B -2 <br />
