PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />The Mounds View City Council was called to <br />order -at 7:31 p m., on May 11, 1981, by <br />Mayor McCarty. <br />MEMBERS PRESENT: Councilmembers Blanchard, <br />Doty, Forslund, Hodges, and Mayor McCarty. <br />ALSO PRESENT: City Attorney Meyers, Clerk/ <br />Administrator Pauley, Parks /Recreation and <br />Forestry Director Anderson and Police Officer <br />Tim Smith. <br />REGULAR MEETING CLOSED: 7:32 p.m. <br />1. Public Hearing Variance <br />William Ekstrum, were in attendance. Request (Sideyard Setbck) <br />Mrs. Chilinski stated that they feel this var- 5242 Red Oak Drive <br />iance request for their addition is a hardship, <br />that it was not due to their fault. She stated <br />that there is also a drain in the back of the <br />property and a sewer easement in the back. Also, <br />that the house next door is only 5 feet from <br />their property line. She talked about the build- <br />ing inspector being out. She has submitted a <br />petition from all of the abutting residents. She <br />talked about a variance that had been <br />granted along Long Lake Road. Further, they are <br />not creating any dangers for public safety. She <br />stated that they feel that their pi upo addition <br />would not diminish property values, that it would <br />improve the neighborhood. <br />William Ekstrum, Attorney -at -Law, asked for a show <br />of hands on which neighboring residents were in <br />attendance for this hearing. There were five. <br />Mayor McCarty stated that the petition is not valid <br />unless the Ordinance allows for the petition to be <br />brought in. Mayor McCarty discussed variances <br />issued by the Supreme Court. He read the definition <br />of hardships and unique circumstances that are not <br />due to an act of their own. Discussion took place <br />regarding hardships and unique circumstances. <br />Lyle Lindgren, 5236 Red Oak Drive, stated that he <br />is a ne'jhbor whose property abuts the side where <br />the addition is being constructed.
