MOUNDS VIEW CITY COUNCIL May 26, 1981 <br />Regular Meeting Page Eleven. <br />MOTION: Councilmember Forslund made a motion, <br />seconded by Councilmember Blanchard to approve <br />Item Q of the Consent Agenda and to waive the <br />reading of the Resolution. <br />5 aye <br />0 nays MOTION CARRIED. <br />Clerk /Administrator discussed the report on <br />Judicial Ditch No. 1 located at 2208 Lois <br />Drive. <br />Attorney Meyers stated that the ditch is owned <br />by the Rice Creek Watershed District, and that <br />they have the right to maintain and repair judicial <br />ditches. <br />Summary of Discussion: <br />It was stated that the cost of repairs would be <br />$500.00. <br />Copies of the budget and sources of funds available <br />by the Rice Creek Watershed District for this repair <br />to be obtained for review by the Council. <br />Concern regarding the possible setting of a <br />precedent with the City doing the repairs. <br />Mayor McCarty discussed the letter from Fred <br />Jenness, Minnesota Pollution Control. Clerk/ <br />Administrator Pauley stated that the application <br />needs to be submitted by the end of August. <br />15. Judicial Ditch No. 1 at <br />2208 Lois Drive. <br />16. Consideration of Staff <br />Memorandum regarding <br />Infiltration /Inflow <br />Analysis of Sanitary Sewer <br />System. <br />MOTION: Mayor McCarty made a motion, seconded by <br />Councilmember Forslund to direct staff to send a <br />letter to appropriate engineering firms seeking <br />proposals for the performance of Infiltration/ <br />Inflow Study. <br />Attorney Meyers discussed the Airport Commiss- 17. Report of City Attorney. <br />ion's Rules and Statutes relative to public <br />hearings. He stated that fends expended to <br />support the action from a minor to an inter- <br />mediate air field would require holding public <br />hearings. Further that contrary to this law they <br />are constructing an intermediate instead of a minor <br />field without going through the processs. <br />Attorney Meyers stated that Barbara Haake had <br />asked for advice on preparing a referendum. He <br />did tell her that the petition has to be deter- <br />mined sufficient within 30 days, and that the <br />Council has to determine the sufficiency. <br />
