He added, though, <br />that he was concerned with the small seedlings being <br />run down that had been planted. <br />Mayor McCarty reported that public access to Spring <br />Lake is being looked into. <br />Mayor McCarty asked that Mr. Loedings memo to the <br />Wetlands Committee be typed up and given to Council <br />members. <br />Mayor McCarty reported he had received the draft <br />Water Resources Management Guide from the Met Council <br />and asked that the City obtain a copy for each council <br />member, as he felt with just one library copy, they <br />would not be able to spend the amount of time necessary <br />reviewing the guide. <br />Mayor McCarty stated he had received one phone call <br />regarding the increase in license fees for 3.2 beer, <br />which had been approved by ordinance on November 9. <br />He added that while he felt an increase was in order, <br />$100 was excessive, with perhaps $40 being more in <br />'ine. <br />.:lerk /Administrator Pauley replied that the actual cost <br />to the City is approximately $32, and since only one <br />individual had objected to the increase, saying he could <br />not afford it, perhaps he should reconsider the profit <br />of selling 3.2 beer. He added that the code review does <br />address setting fees by resolution, but due to time <br />restraint^, nrdinance had to be adopted as the licenses <br />are due January 1. <br />It was the concensus of the Council that a rebate would <br />be given after the code review was finished. <br />Mayor McCarty reported he had received a letter from the <br />Roseville City Council, asking Mounds View's support in <br />opposing Ramsey County's hotel /motel taxing authority. <br />It was the concensus of the Council to reply to Roseville <br />that they are reserving comment at this time. <br />Clerk /Administrator Pauley discussed the State <br />financial problems and the uncertainty that <br />Mounds View is facing, not knowing what the cuts <br />will be, or the status of the November and Decem- <br />ber payments. He stated he is planning on attend- <br />the special session as much as possible as <br />.Ice the Legislature acts, the City will have to <br />act quickly. <br />Clerk /Administrator Pauley reported he is working <br />with the Department Heads and they are all coming <br />17.
