PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />The Mounds View City Council was called to <br />order by Mayor McCarty at 7:30 PM on <br />December 14, 1981. <br />MEMBERS PRESENT: Councilmembers Doty, Hodges, 2. Roll Call <br />Forslund and Blanchard and Mayor McCarty. <br />ALSO PRESENT: City Attorney Meyers, Clerk/ <br />Administrator Pauley and Building and Zoning <br />Official Rose. <br />Motion /Second: Doty /Hodges to remove the <br />approval of the November 9, 1981 minutes from <br />the table. <br />5 ayes <br />Motion /Second: Blanchard /Doty to approve the <br />minutes of the November 9, 1981 meeting as <br />presented. <br />3 ayes 0 nays <br />3. Approval of Minutes: <br />November 9, 1981 and <br />November 24, 1981 <br />0 nays Motion Carried <br />Mayor McCarty and Councilmember Forslund did <br />not vote as they had not been present at the <br />November 9 meeting. <br />Motion /Second: Hodges /Forslund to approve the <br />minutes of the November 24, 1981 meeting as <br />presented. <br />5 ayes <br />Regular Meeting <br />December 14, 1981 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View, MN 55112 <br />1. Consideration of <br />a presentation to the Council of their proposed Root Control Program <br />program for Mounds View, to treat and control <br />roots in the sewer lines.He answered questions <br />from the Council concerning the chemicals used, <br />and stated that the ratio of chemicals to water <br />is 1 to 20, which would produce 400 gallons of <br />foam. He also stated that the chemicals meet <br />EPA standards for passing through a treatment <br />plant. Mr. Schaefer explained that the treatment <br />has a gradual effect, with noticeable results <br />
