Mounds. View City Council December 27, 1982 <br />Regular Meeting Page Three <br />Motion /Second: Hodges /Forslund to adopt Ordi- <br />nance No. 327, amending the municipal code of the <br />City of Mounds View by amending Chapter 39, <br />"Signs and Billboards". <br />Councilmember <br />Councilmember <br />Councilmember <br />Councilmember <br />Mayor McCarty <br />Doty aye <br />Hodges aye <br />Forslund aye <br />Blanchard aye <br />aye <br />Will Harris and Tom Mellen introduced themselves <br />as representatives of the Golden Gloves boxing <br />program. Mr. Mellen presented the Council with <br />the Club's yearbook. He explained the Spring Lake <br />Park and Fridley Lions Clubs will be helping with <br />the fund raising activities. In response to <br />questions from the Council, he explained the <br />normal means of supporting the Clubs is by <br />putting on boxing matches. <br />Concern was expressed of the impact it might have <br />on the young people knowing their equipment came <br />from a gambling operation. Mr. Mellon replied <br />that they look upon it as a fund raising activity <br />to support the Club. <br />Councilmember Doty expressed concern with allowing <br />any type of gambling to go on in the City, as he <br />feels it is vice, and families will be affected <br />D cause it can be as ai dictive as aloobel <br />There was also concern expressed since the boxing <br />matches would be held prior to the gambling, <br />and there would be liquor on the premises and the <br />yuuths would be exposed to gambling. Attorney <br />Meyers suggested having the operator cease selling <br />beer and set -ups during the maLc:hes, while the <br />youth are there. <br />Mr. Harris and Mr. Mellen stated they could not <br />raise the funds anticipated without having a <br />Casino Night. They stated they would hire a <br />Mounds View police officer for the evening, and <br />explained that the funds raised would be dispersed <br />to the different clubs, based on their needs. <br />Attorney Meyers pointed out a provision with the 3.2 <br />liquor license which states that gambling cannot <br />occur on the premises. He explained that while it <br />would not effect the Golden Gloves program, it would <br />have a direct effect with Mr. Jambor, as he holds <br />the license and owns the premise. <br />9. 2nd Reading <br />and Adoption of <br />Ord.
