Mounds View City Council January 24, 1983 <br />Regular Meeting Page Three <br />Motion /Second: McCarty /Doty to approve Resolution <br />No. 1552, rot including the salary of the Clerk/ <br />Administrator, and waive the reading of the resolu- <br />tion. <br />5 ayes 0 nays <br />Mayor McCarty explained that the salary would be <br />reviewed during the upcoming personal review of the <br />Clerk /Administrator. <br />Motion /Second: McCarty /Doty to approve Resolution <br />No. 1555 and waive the reading. <br />4 ayes 0 nays 1 abstention <br />Councilmember Linke abstained from the vote. <br />Motion /Second: McCarty /Doty to approve Resolution <br />No. 1556, as amended, and waive the reading of the <br />resolution. <br />5 ayes 0 nays <br />Attorney Meyers reported he had reviewed the pro- <br />cedure of having the Civil Service Commission select <br />a new police chief, and that while the City Council <br />selects department heads, of which the police chief <br />is one, nothing in the Charter is inconsistent with <br />the State statute. He stated the Civil Service <br />Commission will select three candidates for the City <br />Council to choose from, and reviewed the guidelines <br />that are to be followed. <br />There was considerable discussion among the Council <br />regarding the procedure to be followed, and reword- <br />ing of proposed Resolution No. 1556, and any <br />direction that should be given to the Civil Service <br />Commission. Many amendments were suggested for <br />Resolution No. 1556, and the Council called a 5 <br />minute break to check proper procedure in Roberts <br />Rules. <br />Motion /Second: McCarty /Doty to change the last para- <br />graph of Resolution No. 1556, to read "and advise the <br />Civil Service Commission to proceed under all applica- <br />ble State statutes and municipal codes to fill the <br />vacancy created with Chief Grabowski's resignation." <br />5 ayes 0 nays <br />Motion Carried <br />Motion Carried <br />Motion Carried <br />Motion Carried <br />
