Mounds View City Council March 25, 1985 <br />Regular Meeting Page Two <br />Mayor Linke closed the regular meeting and opened <br />the public hearing on the proposed Pleasant View <br />Drive /Highway 10 signalization. <br />Evan Greene of MnDOT reviewed the proposed signali- <br />zation of Highway 10 at Pleasant View Drive. He <br />reviewed the history of the request and the various <br />plans that have been proposed since 1977. He <br />explained they have not received the approval of <br />both Mounds View and Spring Lake Park on the same <br />plan and because of the safety improvement involved, <br />would request the approval at this time. The <br />project would be 90% federally funded and 10% local, <br />with the cities buying the right of way. <br />Mayor Linke recognized Mayor Don Masterson of Spring <br />Lake Park, and explained that Spring Lake Park is <br />willing to pay the cost of the land and installation, <br />and Mounds Views cost would be 50% of the monthly <br />operating fee, or $75.00. <br />Owen Egge, 8371 Pleasant View Drive, questioned why <br />the stoplight was proposed for Pleasant View Drive <br />rather than 83rd and Sunset. He stated they have a <br />high enough traffic level already and were concerned <br />that traffic would feed onto their street if the light <br />were put there, and Pleasant View is already a very <br />narrow, curving road not meant for that type of traffic. <br />He also stated it would reduce their property values <br />and asked who would pay for that. <br />Mr. Greene replied the signal could not be placed at <br />83rd and Sunset as it was too close to the Highway 65 <br />interchange. He added that compensation would not be <br />given to the property owners for any change in the <br />value of their homes, but the City would be able to <br />establish traffic controls, such as allowing only <br />right turns in and out of Pleasant View. <br />Mr. Egge expressed concern over the children of the <br />area and possible injury to them with a higher <br />traffic count. <br />Gary Pali, 8422 Pleasant View Drive, stated he had <br />moved to his home seven years ago because it was a <br />quiet, pleasant residential area. He added that he <br />sees no value to the City of Mounds View by putting <br />the light at that location, but rather it benefits <br />Spring Lake Park only. He suggested looking at <br />alternative sites in Spring Lake Park or in conjuction <br />with the new Highway 10. <br />Mr. Egge explained the new Highway 10 is not the answer <br />to the safety problem, as demonstrated with the traffic <br />flow on Coon Rapids Boulevard.
