Mounds View City Council Regular Meeting Motion /Second: Hankner /Linke to have the first reading of Ordinance No. 397 regarding the franchise agreement between the City of Mounds View and Group W Cable, and waive the reading. 4 ayes 0 nays Clerk /Administrator Pauley presented copies to the Council of the questionaire he had completed for the Metropolitan Waste Control Commission User Community Survey. It was the consensus of the Council to have the Clerk /Administrator send in the survey as he had completed it. Director Thatcher reported that the City is required to submit their 5 year plan of proposed construction by priority, to the District State Aid Engineer by August 15. He reviewed the projects he is recommending. Motion /Second: Hankner /Blanchard to approve the five year construction program for the City of Mounds View as presented by Director Thatcher. 4 ayes 0 nays Attorney Meyers reported he was reviewing the agreement the City had received for the community development block grant with the Housing and Redevelopment Authority. He stated he had some concerns with some of the language and would be proposing changes. Attorney Meyers advised the Council may be hearing from a developer on the issue of park dedications in the near future. He stated that it is a negotiable item. Attorney Meyers reported the respondent in the Highway 10 Radiator Repair Shop has until the end of the month to respond, and he will keep the Council appraised of the progress and court dates.
