Mounds View City Council September 9, 1985 <br />Regular Meeting Page Three <br />water pressure not being adequate. He reported that it <br />met acceptable levels, and the problems appear to be <br />from inside the homes. <br />Stan Serwa, 5279 O'Connell Drive, stated he did not like <br />the way the testing was done as he did not feel it was <br />done at the right time of day, when use was heaviest. <br />He also stated he was concerned whether the owner would <br />keep the car wash neat. <br />Councilmember Hankner explained those are all conditions <br />that will go with the property, and if it is sold, those <br />conditions will carry over. <br />Attorney Meyers advised that the CUP could be recorded <br />with the County, to become a permanent record on the <br />property. He also suggested the Council consider adding <br />to the development agreement that if the business is <br />vacant for one year, the building be torn down. <br />Mr. Baxley, 5250 Jeffrey Drive, stated he felt the <br />attendent would be a problem, and would encourage youths <br />to hang out at the car wash. He also said he was concerned <br />with the sand and water going into the sewer system and <br />possibly plugging it up. He stated the City of Minneapolis <br />requires two holding tanks for a building that size. <br />Mr. Brunn replied they have planned for 8 sand trap <br />settling tanks, one for each bay, which exceeds what the <br />City of Minneapolis requires. he reviewed the process <br />by which the sand traps work, and drew a diagram to <br />illustrate them. He added they will be pumped out as <br />often as needed. He also explained the attendent would <br />be there to handle problems, not create them. <br />Councilmember Hankner stated she has some areas of <br />concern regarding this development, and it would be <br />difficult for her to vote at this time. <br />Mike Rich, who stated he was working for Mr. Richardson, <br />stated they have been before the Planning Commission, <br />met with Staff, reviewed the requirements of the City, <br />and the Planning Commission has reviewed the proposal <br />and recommended approval. He explained frustration at <br />any further delay in acting on the proposal, pointing <br />out that the property is properly zoned, and the <br />questions that are being raised now are related to <br />management and operation, and they will abide by the <br />City rules and follow the building code. <br />Councilmember Hankner stated she was concerned with <br />the holding tanks and would like an opportunity to <br />check into it and find out the impact of the waste <br />on the sewer system. <br />
