Mounds View City Council <br />Regular Meeting <br />r. Wolfe presented a petition with 22 signatures on it <br />f residents who are against adding the proposed <br />additional double bungelow due to the water problems. <br />He added they have also experienced parking problems <br />in the area from the double bungelows. <br />Director Thatcher explained that if the existing hold- <br />ing pond is redesigned, it should eliminate the water <br />problem they presently have. <br />Mr. Kremer reviewed how the drainage system would be <br />constructed and where the water would flow and would <br />pond. <br />Jeanette Spiczka, 7644 Groveland Road, asked what a <br />zero lot line was and whether the City has any others. <br />Mayor Linke explained what a zero lot line is. Director <br />Thatcher named some other locations in the City that <br />have a zero lot line. <br />Mrs. Spiczka asked if the Planning Commission was <br />required to notify the residents of the area that they <br />were discussing the request. <br />Director Thatcher replied the Planning Commission was <br />of required to do so, but the Council is and they <br />have done so. <br />Craig Zuidema, 2809 County Road I, stated he feels <br />there is such a problem already that they could not <br />build another structure there and not add to the <br />problem. <br />Mayor Linke stated that the plans show the developer <br />would slope the drain -off down and it should not <br />effect any of the residents. <br />Mrs. Spiczka stated the City was concerned about <br />a water problem there 10 years ago when they built <br />their home. <br />Mrs. Wolfe stated there is already enough of a <br />problem there, and another duplex would only add <br />to it. She stated she was also concerned with <br />placing another structure there, as it would <br />crowd the neighborhood. <br />Director Thatcher explained that the development <br />agreement would assure that the developer would <br />not create a problem. He added that it is to the <br />L eveloper's benefit to do it right the first time. <br />February 24, <br />Page Three <br />
