Mounds View City Council Regular Meeting r. Wolfe presented a petition with 22 signatures on it f residents who are against adding the proposed additional double bungelow due to the water problems. He added they have also experienced parking problems in the area from the double bungelows. Director Thatcher explained that if the existing hold- ing pond is redesigned, it should eliminate the water problem they presently have. Mr. Kremer reviewed how the drainage system would be constructed and where the water would flow and would pond. Jeanette Spiczka, 7644 Groveland Road, asked what a zero lot line was and whether the City has any others. Mayor Linke explained what a zero lot line is. Director Thatcher named some other locations in the City that have a zero lot line. Mrs. Spiczka asked if the Planning Commission was required to notify the residents of the area that they were discussing the request. Director Thatcher replied the Planning Commission was of required to do so, but the Council is and they have done so. Craig Zuidema, 2809 County Road I, stated he feels there is such a problem already that they could not build another structure there and not add to the problem. Mayor Linke stated that the plans show the developer would slope the drain -off down and it should not effect any of the residents. Mrs. Spiczka stated the City was concerned about a water problem there 10 years ago when they built their home. Mrs. Wolfe stated there is already enough of a problem there, and another duplex would only add to it. She stated she was also concerned with placing another structure there, as it would crowd the neighborhood. Director Thatcher explained that the development agreement would assure that the developer would not create a problem. He added that it is to the L eveloper's benefit to do it right the first time.
