PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />The Mounds View City Council was called 1. Call to order <br />to order by Mayor Linke at 3:02 p.m. <br />MEMBERS PRESENT: Mayor Linke, Quick, 2. Roll Call <br />Hankner, Haake, Blanchard. <br />ALSO PRESENT: <br />City Attorney Richard Meyers, Twin City <br />Testing Representative Richard Kielty, <br />Clerk- Administrator Donald Pauley, Public <br />Works <br />Discussion of results of testing of the <br />pipe by Twin City Testing followed. <br />The next topic of discussion was what the <br />City's official position would be regarding <br />the pipeline. City Attorney Meyers stated <br />the City's position to be ultimately "..replacement <br />or removal of pipeline for the City <br />of Mounds View." The City does not agree <br />with DOT's position on the order. The City <br />will request following tests: visual <br />inspection, x °gays, and check for organic <br />matter. <br />Richard Kielty felt that comprehensive <br />tests should be done rather than just <br />hydrostatically testing the line. <br />Executive Session <br />July 17, 1986 <br />Mounds View City Hall <br />2401 Highway 10, Mounds View, MN 55112 <br />Discussion followed regarding the request <br />by City residents in the affected area to <br />have a City Neighborhood Meeting. Don <br />Pauley informed the Council that this was <br />in process. <br />The statement was made that pipelines are <br />considered Interstate Commerce by City <br />Attorney Richard Meyers. <br />Director of Public Works /Community Develop- <br />ment Thatcher stated that test results received <br />on the test well indicated the presence of <br />benzene and hydrocarbons, components of <br />gasoline. <br />
