Mounds View City Council November 10, 1986 <br />Regular Meeting Page Six <br />Attorney Meyers asked the Council to consider declaring <br />the emergency of July 8, 1986 over, and repealing <br />emergency ordinances 1, 2 and 3. <br />Motion /Second: Hankner /Blanchard to declare the <br />emergency relative to the Williams Pipeline explosion <br />over and repeal Emergency Ordinances 1, 2 and 3. <br />5 ayes 0 nays <br />Mayor Linke asked if repealing the ordinances would <br />have any affect on whether gas will bean running <br />through the pipelines again. <br />Attorney Meyers replied that those issues are <br />encompassed in the City's lawsuit, and will not be <br />affected by the repeal of the ordinances. <br />Attorney Meyers reported a hearing is scheduled for <br />9 AM on November 13 in Federal Court, to discuss <br />the safety of the pipeline, and if the Court does <br />allow operation of the line, it would be regulated <br />to not exceed 900 lbs. of pressure. Attorney <br />Meyers reviewed the City's position on the closure <br />of the line and why it is asking for replacement <br />rather than repair of the line. <br />Attorney Meyers reported he has done a preliminary <br />review of the development agreement for JLN Develop- <br />ment. <br />Councilmember Quick welcomed Jerry Skelly and his 16. Councilmember <br />Quick <br />Councilmember Hankner reported the Governor's <br />Pipeline Commission will be meeting next Thursday, <br />November 20 to begin working on the legislative <br />recommendations.
