Mounds View City Council January 12, 1987 <br />Regular Meeting Page Three <br />Councilmember Wuori stated she was concerned about the <br />depth of the water that would be in the pond, and that <br />she feared it would be full, or close to full, all <br />summer long, and she was concerned with the safety <br />issue. <br />Councilmember Quick asked if there was anything else <br />that could be done, to construct it differently, that <br />it might be more acceptable. <br />Director Thatcher replied he could negotiate further <br />with the developer, if the Council requested him to, <br />for more land to put the pond on. He stated they <br />could require steeper slopes on the inside of the <br />pond so it would not be so deep, but that would <br />present a problem in cutting the grass. He added <br />that any time there is an oraphus, there is a danger <br />of debris plugging up. <br />Mayor Linke asked how long the water from a hundred <br />year storm would sit there, the way it is proposed. <br />Director Thatcher replied that with the 41' depth at <br />the deepest point, and the majority being 21' to 31' <br />deep, it would take 4 hours. He added it would take <br />about 15 minutes to fill with a short 100 year storm, <br />and it would fill to capacity with any 100 year storm, <br />and that over a longer time, the storm sewer system <br />has a better chance to carry away water without <br />backing up onto the residential property. <br />Clerk /Administrator Pauley asked for a clarification <br />of what the Council would like Staff to do at this time. <br />Mayor Linke asked that they go back to the developer <br />and see what better solution can be worked out. <br />Councilmember Quick stated he was not against the <br />development itself, and he feels it will be very <br />attractive, but he has a problem with the storm water <br />situation, which must be resolved. <br />It was the feeling of the Council that their concern <br />was with the depth of the proposed detention pond, and <br />they would like it larger and shallower in nature. <br />Councilmember Blanchard stated she agrees with the <br />concern about the depth, but Mr. Cook has done what he <br />was directed to by Staff, and has followed what is <br />required by City ordinance, and she is concerned with <br />that. <br />
