Mounds View City Council May 11, 1987 <br />Page Two <br />Regular Meeting <br />Motion /Second: Quick /Wuori to table Item D until May <br />26, 1987. <br />4 ayes 0 nays <br />Mayor Linke closed the regular meeting and opened the <br />public hearing at 7:05 PM. <br />Park and Recreation Director Saarion presented handouts <br />to the Council and reviewed both the advantages and <br />disadvantages of locating the portable classroom to <br />the different park sites in the City. She explained <br />the Council has accepted an offer to purchase the <br />building for $1 from the school district, and the <br />purpose of the public hearing this evening is to decide <br />on which park to locate the facility at. She stated <br />the Park and Rec Commission recommends it be placed at <br />Random Park. <br />Director Saarion reviewed criteria the Council should <br />use in making their decision, to consider the design <br />and use of the park, consider the recreational use <br />proposed for the facility to see if it matches the <br />park, consider the overall scheme of the City park <br />system and consider the philosophy of park development <br />in the City. <br />After reviewing the advantages and disadvantages of <br />the various City parks, and the present facilities <br />at each, Director Saarion stated she would recommend <br />the building be placed at Random Park. <br />Tom Foster, 2516 Ridge Lane, stated he had not received any <br />notice on the previous hearing by the Parks and Recreation Commission. <br />He stated he feels Random Park is passive and he feels it is too <br />small to add a parking lot and building. He added that it lacks <br />both water and a toilet facility, and he does not want to see a <br />satellite placed there, and vadalism is not a problem there J <br />there is nothing there to vandalise. Mr_ Foster stated he feels <br />a high intensity park is a disadvantage to young children playing, <br />and he also recommended putting the building where vandalism is <br />going on, to give the people of that area something to be <br />proud of. <br />Charles Crooke, 5231 Stevens Drive, stated he agrees with <br />Mr. Foster's comments. He added that they had originally <br />asked for a fence around the park and got a berm instead, <br />and he does not want the building placed there. <br />Motion Carried <br />7.
