Mounds View City Council June 22, 1987 <br />Regular Meeting Page Two <br />Mayor Linke explained the purpose of the public hearing <br />was to receive oral and wr:itten comments on the EIS, for <br />the Mounds View Business Park. He stated all comments <br />must be received at City Hall by July 7, and he added <br />that copies of the summary EIS are available for review <br />at City Hall. <br />Phil Carlson, of Everest Development, stated several <br />issues surrounding the development project were analyzed, <br />with five key areas addressed being consistency with the <br />Comp Plan, air quality and noise, transporation and <br />traffic, storm water management and economic employment <br />and sociological impact, and he briefly reviewed the EIS <br />and summary of findings. <br />Bill Serricks, 2210 Pinewood Drive, stated he was concern- <br />ed with the amount of traffic that would be using Quincy <br />to and from County Road I, and in particular the truck <br />traffic, and he added that he does not agree with the <br />traffic counts presented. He also stated he feels the <br />homes in the area will decrease in value because of <br />increased traffic on Quincy. <br />Mayor Linke replied the City intends to post the area <br />that all truck traffic will have to go out to Highway 10 <br />and not use Quincy. He also stated it would be helpful <br />to have written comments to review, and they must be <br />received by July 7. <br />Mayor Linke closed the public hearing and reopened the <br />regular meeting at 7:19 PM. <br />Mayor Linke closed the regular meeting and opened the <br />second public hearing at 7:19 PM. <br />Clerk /Administrator Pauley presented an overhead of the <br />proposed site plan and reviewed Staff's report. He <br />noted items missing from the site plan provided by the <br />applicant include lighting, blacktop, current or future <br />location of signs, permanent curbing, buffering or <br />landscaping, and he noted only 28 parking spaces are <br />show on the plan, while the Comp Plan calls for 52 <br />spaces plus one per employee. He added the Comp Plan <br />calls for neighborhood commercial, and this plan is <br />not in conformance with that, and Staff would recommend <br />denial. He stated the Planning Commission has passed a <br />resolution recommending denial of the request, and he <br />reviewed the reasons given. He also noted the Fire <br />Department had not reviewed the plan yet, as the final <br />site plan was not received by the City in time. <br />Mayor Linke stated he was concerned that the underground <br />tanks and the pumps are right up to the property line <br />along County Road I. <br />8.
