Mounds View City Council January 11, 1>88 <br />Regular Meeting Page Three <br />"`7.1erk /Administrator Pauley explained the public <br />improvements to be done, to include sewer, water, storm <br />sewer, ponding, streets, and a signalized intersection <br />on Highway 10. He added that the bids came in lower <br />than anticipated. <br />Motion /Second: Hankner /Quick to award the Mounds View <br />Business Park public improvement contract to the low <br />bidder, C.W. Houle, Inc., in the amount of $872,535.62. <br />5 ayes 0 nays <br />Clerk /Administrator Pauley reportea Staff has been <br />discussing with Attorney Meyers how long the video <br />tapes of Council meetings should be kept, and he <br />reviewed the recommendations of the Attorney, that <br />the Council adopt an official policy relative to <br />retention and reuse or destruction of said tapes, <br />that the policy have a provision that the tapes will <br />be kept for not less than 60 days after the <br />original taping, that a procedure be set up to allow <br />viewing the tapes, and possibly charge for Staff time, <br />and that the resolution state the televised proceed- <br />ings of the Council are presented for the convenience <br />and information of the residents, and official actions <br />f the Council are set forth in the approved Council <br />minutes. He added that Staff has prepared a resolution <br />to include those points. <br />Attorney Meyers requested the second whereas of the <br />proposed resolution to be included in the numbered <br />items of the resolution. <br />Motion /Second: Blanchard /Hankn::r to approve <br />Resolution No. 2277, establishing a policy for <br />retention of City Council meeting video tapes, and <br />waive the reading. <br />5 ayes <br />0 nays Motion Carried <br />Clerk /Administrator Pauley reviewed the request of <br />John Miller, that the City designate his property, <br />which is a 76 acre parcel south of County Road J and <br />west of Judicial Ditch #1, as a tax increment <br />redevelopment district. He suggested that if the <br />Council wishes to comply with Mr. Miller's request, <br />they acquire the services of Mr. Walt Hartman of the <br />Municipal Development Network to prepare the <br />appropriate documentation necessary to designate the <br />arcel a tax increment redevelopment district. He <br />also stated that Mr. Miller has agreed to pay all <br />the City's expenses relative to the creaton of the <br />tax increment district, and he asked Council <br />direction on the matter. <br />Motion Carried <br />10.
