Mounds View City Council August 8, 1988 Regular Meeting Page Three Clerk /Administrator Pauley explained Staff would bring back an agreement, a counter -offer or a recommendation to condemn, which the Council would then act on. Mike Hurley, representative for Mr. Julian Johnson, owner of the property, stated Mr. Johnson would be interested in negotiating for the necessary strip of land, rather than the entire parcel. Mayor Linke replied that Mr. Johnson could counter- offer. Mr. Hurley inquired as to the status of the building permit. Attorney Meyers explained the Council had denied the extension of the building permit, so in essence there is no building permit there now. Clerk /Administrator Pauley reviewed his memo of August 1 concerning the joint cooperation agreement on the community development program with Ramsey County. He explained the types of programs which are involved, and while Mounds View is not eligible for any at this time, they may be eligible at a future date, so it would be to the City's advantage to continue participation should a project ever arise that could be eligible under the program. Motion /Second: Quick /Blanchard to authorize the Mayor and Clerk /Administrator to enter into a Joint Cooperation Agreement with Ramsey County for the Community Development Block Grant Program. 4 ayes 0 nays Clerk /Administrator Pauley stated the purchase of this piece of equipment would allow more effective plowing of parking lots, cul -de -sacs, pathways and sidewalks. He added it is ultimately the City's goal to be indepen- dent of the County for such services. Motion /Second: Wuori /Blanchard to approve the purchase of a "Boss" multi purpose snowplow from Crystell Truck Equiprhent, at a cost not to exceed $2,550.00. 4 ayes 0 nays 8.
