Mounds View City Council <br />Regular Meeting <br />Motion /Second: Hankner /Blanchard to approve Reso- <br />lution No. 2402, setting water rates effective <br />January 1, 1989, and waive the reading. <br />5 ayes 0 nays <br />Motion /Second: Wuori /Quick to approve Resolution <br />No. 2403, setting sewer rates effective January 1, <br />1989 and waive the reading. <br />5 ayes 0 nays <br />Clerk /Administrator Pauley explained that after the <br />special meeting with the Library Board, they were <br />notified the Board will be having a special meeting <br />on November 1 to authorize the issuance of bonds, <br />and they would like some idea of the preference <br />of the Council for the location of the library by <br />City Hall. He stated he had directed Public Works <br />supervisor Minetor to review the options available <br />using the feasibility study the Library Board <br />developed and review them with the Council. <br />Mayor Linke stated there had been discussion with <br />Mr. DeGross, owner of the gas station, last week, <br />and he has not had negotiations with the County. <br />He stated the contamination on the site has been <br />determined to be from 1963. <br />Public Works Director Minetor presented overhead <br />maps of the property in question and reviewed the <br />three options possible for the location of the library <br />and its future expansion. <br />Clerk /Administrator Pauley explained the Library Board <br />will make the final decision on the options presented <br />by the City, so the Council should be clear in stating <br />if they have a preference. He also advised they state <br />that if the land used is donated by the City so the <br />County doesn't have to go out and purchase it, the <br />funds saved should be reinvested in the Library, in <br />meeting rooms or some other manner. He added the <br />Council will have development and site review on the <br />plan. <br />Councilmember Hankner stated she was not happy with <br />taking commercial property off the tax rolls, es- <br />pecially when it could require a good deal of clean -up. <br />She also pointed out the City has administrative costs <br />cn that site for trying to get it leaned up. <br />October 24, 1988 <br />Page Seven <br />12.
