Page 4 <br />February 12, 1996 <br />Mounds View City Council <br />Mayor Linke opened the Public Hearing at 7:10 p.m. <br />Mr. Harrington explained that Twin Cities Stores, Inc. has applied for a license to sell non-intoxicating liquor <br />at their store located at 2390 Highway 10 (Oasis Market). The Police Department has conducted an <br />investigation of their record in regard to liquor operations and fmds no reason to deny the request. <br />Mayor Linke closed the Public Hearing at 7:12 p.m. <br />MOTION/SECOND: Quick/Hankner to authorize the issuance of anon-intoxicating off-sale liquor license to <br />Twin City Stores, Inc. (Oasis). <br />VOTE: 5 ayes 0 nays Motion Carried <br />Public Hearing to Consider a Request for Conditional Use Permit, Geri Grosslein, 8455 Red Oak Drive. <br />Mayor Linke opened the Public Hearing at 7:12 p.m. <br />Ms. Joyce Pruitt, Planning Associate, explained that Ms. Grosslein had made an application for a Conditional <br />Use Permit to establish a Residential Dog Kennel on her property at 8455 Red Oak Drive. She noted that Ms. <br />Grosslein has satisfied the application requirements outlined in the Municipal Code and has provided the City <br />with signatures of at least 50% of the residents who occupy land within 500 feet of her property. The <br />Planning Commission has reviewed the request and recommended approval. <br />Council member Blanchard noted that the map depicting those residents who signed the petition indicates that a <br />few of the property owners near the subject property had failed to sign the petition. She asked if these <br />residents were in objection to the request. <br />Ms. Trude noted that this was discussed at the Planning Commission and one of these property owners had <br />previously registered a complaint about the dogs, however the two properties directly behind the subject <br />property were not available, though several attempts were made to reach them. <br />Laurie Ricci, 8433 Sunnyside Road, asked how much time the dogs will be spending outside. <br />Ms. Grosslein explained that her dogs are only let out for short periods of time, and that they will not be let <br />outside unless they are at home. <br />Gene Sherman, 8442 Red Oak Drive, stated he has lived near Ms. Grosslein for 17 years and has never had a <br />problem with her dogs. The dogs are very well mannered and well taken care of. <br />Mayor Linke closed the Public Hearing at 7:16 p.m. <br />MOTION/SECOND: Hankner/Quick to Adopt Resolution No. 4879, Approving a Conditional Use Permit to <br />• Establish a Residential Dog Kennel for Geri Grosslein, 8455 Red Oak Drive. <br />VOTE: 5 ayes 0 nays Motion Carried <br />
