Page 4 February 12, 1996 Mounds View City Council Mayor Linke opened the Public Hearing at 7:10 p.m. Mr. Harrington explained that Twin Cities Stores, Inc. has applied for a license to sell non-intoxicating liquor at their store located at 2390 Highway 10 (Oasis Market). The Police Department has conducted an investigation of their record in regard to liquor operations and fmds no reason to deny the request. Mayor Linke closed the Public Hearing at 7:12 p.m. MOTION/SECOND: Quick/Hankner to authorize the issuance of anon-intoxicating off-sale liquor license to Twin City Stores, Inc. (Oasis). VOTE: 5 ayes 0 nays Motion Carried Public Hearing to Consider a Request for Conditional Use Permit, Geri Grosslein, 8455 Red Oak Drive. Mayor Linke opened the Public Hearing at 7:12 p.m. Ms. Joyce Pruitt, Planning Associate, explained that Ms. Grosslein had made an application for a Conditional Use Permit to establish a Residential Dog Kennel on her property at 8455 Red Oak Drive. She noted that Ms. Grosslein has satisfied the application requirements outlined in the Municipal Code and has provided the City with signatures of at least 50% of the residents who occupy land within 500 feet of her property. The Planning Commission has reviewed the request and recommended approval. Council member Blanchard noted that the map depicting those residents who signed the petition indicates that a few of the property owners near the subject property had failed to sign the petition. She asked if these residents were in objection to the request. Ms. Trude noted that this was discussed at the Planning Commission and one of these property owners had previously registered a complaint about the dogs, however the two properties directly behind the subject property were not available, though several attempts were made to reach them. Laurie Ricci, 8433 Sunnyside Road, asked how much time the dogs will be spending outside. Ms. Grosslein explained that her dogs are only let out for short periods of time, and that they will not be let outside unless they are at home. Gene Sherman, 8442 Red Oak Drive, stated he has lived near Ms. Grosslein for 17 years and has never had a problem with her dogs. The dogs are very well mannered and well taken care of.
