~« <br />Page 3 <br />• March 11, 1996 <br />Mounds View City Council <br />commissioned the results were that if the water rates were increased from $120 to $1.30 per 1,000 gallons, it <br />would help to cover the operating and debt service of that fund. The city needs to preserve the fund balance <br />for maintenance of the water mains and for emergencies. <br />MOTION/SECOND: TrudeBlanchard to approve Resolution No. 4906, Setting Water Rates for 1996, <br />adjusting it to $1.30 per 1,000 gallons of water. <br />Ms. Trude noted that the council members each received a copy of the study and reviewed it at the last work <br />session. A copy is available for review at City Hall if any resident would like to do so. <br />VOTE: 2 ayes ]nay (Hankner) <br />MOTION FAILS FOR LACK OF THREE (3) AFFII2MATIVE VOTES. <br />B. Consideration of Resolution No. 4907, Setting Sewer Rates Effective January 1, 1996. <br />Ms. Tatarek again explained that as per the accountants' analysis of the sewer rates, they are recommending <br />that the rates be increased to $44.50 to cover the operation of the fund and to protect the fund balance for any <br />• maintenance needs or emergencies. <br />MOTION/SECOND: Trude/Blanchard to approve Resolution No. 4907, Adjusting the sewer rates for 1996 to <br />$44.50 per Residential Equivalent Connection (REC), effective January 1, 1996. <br />Ms. Trude stated the sewer rate analysis was also reviewed by the council members at their last work session <br />and it was the unanimous agreement of the council that they should adopt the new sewer rates. <br />It merely adopts a cash flow policy which allows the city to operate in the black. <br />VOTE: 2 ayes 1 nay (Hankner) <br />MOTION FAILS FOR LACK OF THREE (3) AFFIRMATIVE VOTES. <br />C. Consideration of Resolution No. 4909, Regarding Organizational and Management Structure at the Bridges <br />Golf Course. <br />MOTION/SECOND: TrudeBlanchard to table this item. <br />VOTE: 2 ayes 1 nay (Hankner) <br />REPORTS: <br />Report of Council members: <br />Blanchard: No Report. <br />• <br />
