Page 15 <br />August 21, 1495 <br />MOTION/SECOND: Hankner/Quick to AMEND the motion and add the purchase of <br />trees for Silver View Park to be funded with Contingency Funds as well. <br />Mayor Linke stated he would vote against the amendment as it is not the same type of <br />liability issue. Also the residents have already agreed to phase in the tree plantings. <br />Council member Hankner noted that residents only agreed on the phasing in after the City <br />Council told them there was not money available for the plantings. She feels this is also a <br />liability issue as the balls end up in the yards of residents and could easily injure them. <br />Council member Trude noted that as soon as a window was broken staffwent out and <br />erected a snow fence to keep the balls in the playing field. The problem is that the <br />homeowners pay high taxes and they are not happy with the looks of the fence. She noted <br />however, that she would support the amendment, installing an additional 12 trees at a <br />cost of $200./tree because she feels it would improve the looks of the park and this is <br />important to her. <br />Council member Blanchard stated she would not go along with the amendment as the city <br />has already worked out an agreement with the residents in regard to the tree plantings. As <br />far as the parking equipment, she does not feel $1,200 is a lot to spend to keep children <br />from being injured. <br />Mayor Linke - no <br />Council member Blanchard - no <br />Council member Trude -yes <br />Council member Hankner -yes <br />Council member Quick -yes <br />VOTE: 3 -ayes 2- nays Motion Carried <br />MOTION/SECOND: Hankner/Quick to direct staffto draft a policy on the use of <br />contingency funds for the next council work session. <br />Council member Trude stated she thinks that five reasonable people can decide on the <br />appropriate use of contingency funds. There are many things that are difficult to plan for <br />as is the case in any household. <br />Council member Hankner stated she would like a policy to lay out the perimeters for <br />decision making. <br />
