Report of Councilmembers: <br />Councilmember Quick: No report. <br />Councilmember Trude: No report. <br />Councilmember Blanchard: No report. <br />Councilmember Hankner referred to a bill that was <br />introduced which dealt with Tax Increment Finance <br />Districts. This legislation should be followed very <br />closely because it could, potentially, have an adverse <br />effect on Mounds View. <br />Mayor Linke mentioned that he is a member on the board of <br />the Association of Metropolitan Municipalities and this <br />• item was discussed at the Board Meeting last Thursday. <br />Legislators are finding that what appeared to be an abuse <br />of Tax Increment Finance Districts, when investigated, <br />was not an abuse of funds at all. <br />Report of Mayor Linke: <br />a. Reported the visit of the Russian delegation from Norilsk, a <br />mining town of approximately 250,000 residents located in <br />Siberia. Linke was honored that Mounds View was one of four <br />cities visited by the delegation and expressed appreciation to <br />Councilmember Hankner for her involvement with arranging the <br />visit. <br />Report of Administrator: <br />a. Samantha Orduno: Thanked Councilmember Hankner for setting up <br />the visit of the Russian delegation and summarized the <br />activities. It was a delightful opportunity. <br />b. The Community Recognition Event has been tentatively set for <br />March 31, 1995. The White Sidewalls will be providing <br />entertainment. <br />Mayor Linke commented that everyone attending will be required <br />to buy a ticket, with the exception of individuals receiving <br />• awards. <br />
