Mounds View City Council <br />Regular Meeting <br />Page 5 <br />March 20, 1995 <br />grass mowing in the parks in the city of Mounds View. A mower <br />will pay for itself in time and labor savings. <br />Ms. Saarion also addressed the importance of safety of the <br />mowers since they are operated even when there are park users <br />present. <br />MOTION/SECOND: Quick/Blanchard to Approve the Bid Award for <br />Purchasing Park's Mowers and Park's Truck <br />VOTE: 5 ayes 0 nays Motion Carried <br />B. Presentation of Housing Stock Analysis <br />Jennifer Bergman, Housing Intern, delivered a presentation of <br />the housing stock analysis with the assistance of visual aids <br />provided by Community Development Coordinator Paul Harrington. <br />Ms. Bergman reported that the housing study was requested by <br />the FOCUS 2000 Housing and Neighborhood Committee that was <br />formed last year. The purpose of the study was to find <br />avenues to stabilize and improve the condition of the houses <br />in the city of Mounds View. <br />Housing studies from other cities were reviewed to find out <br />what types of issues were considered by those cities; <br />information was gathered from the U.S. Census Bureau; property <br />revenue and taxation from Ramsey County was reviewed; <br />information was obtained from the St. Paul Realtors' <br />Association and the Metropolitan Council, along with inhouse <br />research which included a windshield survey to determine a <br />basic overview of the condition of each house. <br />Ms. Bergman reported that, according to the U.S. Census, the <br />bulk of the income range is between $35,000 and $49,999; and <br />25~ of the population has an annual income below $25,000. <br />Approximately 6~ of the total population of Mounds View is <br />considered to be living in poverty. <br />Ms. Bergman provided information regarding the types of homes <br />and value of homes, as well as the condition of homes within <br />the City. She pointed out that the total units of housing in <br />the City of Mounds View is 4,837, the majority of which were <br />constructed in the 1950's and in the 1970's. <br />As a result of the information that was compiled, several <br />recommendations for improving housing stock were provided. <br />• Those recommendations included: encourage and assist <br />multifamily property owners to apply for housing <br />
