Page 7 <br />October 9, 1995 <br />Mounds View City Council <br /> <br />• <br />VOTE: <br />4 ayes <br />0 nays <br />Motion Carried <br />D Consideration of Resolution 4823, Electing to Participate in the Local Housing <br />Incentive Program Under the Metropolitan Livable Communities Act. <br />Paul Harrington, Community Development Coordinator, explained that this item was <br />discussed at the October 2, 1995 council work session. He stated the Metropolitan <br />Council has put together a program for the Livable Communities Act which promotes <br />livability in the Twin Cities azea including affordable housing and other incentive <br />programs to assist local governments in providing life-cycle and affordable housing <br />opportunities to its city. <br />Mr. Harrington explained that approval of Resolution 4823 will authorize Mounds <br />View to participate in the Local Housing Incentive Program Under the Metropolitan <br />Livable Communities Act and will be go to the Metropolitan Council, to indicate the <br />city's interest in participating in this program. <br />Council member Trude stated her appreciation to city staff for their efforts. <br />Mr. Harrington stated the city originally applied for a grant through the Minnesota <br />Housing Finance Agency and were granted approximately $262,000 that could be <br />used towazd first time home buyers to do improvements to their homes and buy down <br />mortgages. Of that amount, the city has expended approximately $240,000. If the <br />city is able to use up the remaining funds, they can possibly be eligible for additional <br />funds from cities that were unable to expend all of their allotted funds. The program <br />is scheduled to end in mid December.
