Page 7 October 9, 1995 Mounds View City Council • VOTE: 4 ayes 0 nays Motion Carried D Consideration of Resolution 4823, Electing to Participate in the Local Housing Incentive Program Under the Metropolitan Livable Communities Act. Paul Harrington, Community Development Coordinator, explained that this item was discussed at the October 2, 1995 council work session. He stated the Metropolitan Council has put together a program for the Livable Communities Act which promotes livability in the Twin Cities azea including affordable housing and other incentive programs to assist local governments in providing life-cycle and affordable housing opportunities to its city. Mr. Harrington explained that approval of Resolution 4823 will authorize Mounds View to participate in the Local Housing Incentive Program Under the Metropolitan Livable Communities Act and will be go to the Metropolitan Council, to indicate the city's interest in participating in this program. Council member Trude stated her appreciation to city staff for their efforts. Mr. Harrington stated the city originally applied for a grant through the Minnesota Housing Finance Agency and were granted approximately $262,000 that could be used towazd first time home buyers to do improvements to their homes and buy down mortgages. Of that amount, the city has expended approximately $240,000. If the city is able to use up the remaining funds, they can possibly be eligible for additional funds from cities that were unable to expend all of their allotted funds. The program is scheduled to end in mid December. He noted that interested residents can contact 7ennifer Bergman, Housing Inspector to obtain more information on this program.
