Licenses for Approval: <br />Kennels -Expires August 31. 1995 <br />Sham-O-let Kennels -Renewal (Commercial) <br />Mayor Links asked if there were any items the Council members desired to have removed from the <br />Consent Agenda. <br />Council member Trade asked that Item (B) be removed from the Consent Agenda. <br />Council member Hankner asked that Item (D) be removed from the Congeal Agenda. <br />D. <br />Hankner/Quick to approve the Consent Agenda with the removal of Items B and <br />VOTE: 5 ayes 0 nays Motion Carried <br />Discussion on Removal of Item B: <br />Ms. Trade read the resolution to the public. She stated she has a few problems with this resolution. <br />She was recently asked by the Cable Commission to do a program on the Pedestrian Bridge that is <br />• proposed. Councilmembers were offended by that request and decided that action needed to be taken to <br />prevent any councilmembers from appearing without the full consensus of the rest of the council. <br />The public has repeatedly asked for more information about decisions that the council is making. She <br />feels that if the city government channel is unable to have councilmembers appear for interviews on <br />issues before decisions are made, the public is less likely to know about the issue aad this is something <br />residents often complain about. It is difficult for her to accept that the Mayor is the only one who can <br />speak for the City Council on programming and she feels that the community would benefit if more <br />councilmembers could be interviewed. This policy will limit the free expression of herself and other <br />councilmembers who may wish to speak out on an issue. As the policy reads, any council member <br />who objects to another appearing on the program could stop it from happening. At this time, there is <br />not that type of power when an individual is interviewed for that program aad this resolution would <br />offend her sense of providing the most communication that she can in the best manner she can to do the <br />best job she can for the people who elect her. She is totally against having a policy such as this. <br />Mayor Links stated he concurs in part with what she says, however, councihnembers have plenty of <br />opportunity at council meetings to state their views and this resolution merely assures that both sides of <br />any issue are talked about. There are other cities who do not allow councilmembers on at all, outside <br />of the Council Chambers. Furthermore, there is no policy which prevents a council member from <br />going on Channel 15 at any time. This channel is not a city channel, however it is broadcast to the <br />same people plus other areas. <br />He does not see this policy stopping any councilmember from stating their viewpoints. If the council <br />member wants to go on, one councihnember cannot veto that. <br />Ms. Trade stated that the resolution reads "Any further appearance by any particular Council member <br />shall be approved by the consensus of the full Council". If only the majority of the council needs to <br />approve it, she would recommend that the word "consensus" be changed to "majority". <br />
