This parking lot started to deteriorate sooner than expected <br />and the street crews felt it would be a good opportunity to get the work done. <br />MOTION/SECOND: Quick/Trude to Approve the Increase in Slurry Seal Amount to <br />Include Silver View Park Parking Lot, in the amount of $7,500. <br />VOTE: 4 ayes 1 nay (Hankner) Motion Carried <br />RESIDENT REQUESTS AND COMMENTS FROM THE FLOOR: <br />Mayor Linke explained that this portion of the meeting was designated for anyone who wished to speak <br />to the Council on items that were not on the Agenda. <br />There were no comments or requests from the floor. <br />PUBLIC HEARINGS: <br />Public Hearing to Consider Request for Conditional Use Permit. Glen Harstad. Planning Case No. 415- <br />98. <br />Mayor Linke opened the Public Hearing at 7:05 p.m. <br />Mr. Harrington, Community Development Coordinator, was present to discuss this item with the <br />Council. He stated Mr. Glen Harstad has made an application for as amendment to the Conditional <br />Use Permit for the Suds & Shine Car Wash which is located at 2340 Highway 10. <br />Mr. Harrington explained that this car wash was originally developed in 1985. At that time, during the <br />approval process, a number of conditions were placed on the operation of that facility. Included were <br />two for which Mr. Harstad is asking for an amendment on. These are for the hours of operation (he <br />cannot be open between the hours of 10 p.m. and 7 a.m.) and also that an attendant be on duty all <br />hours that the operation is open. Mr. Harstad's request would amend the C.U.P. to allow the <br />operation to be open 24 hours per day and also that the attendant only be required to be on duty for <br />four hours of that operation. The reasons for this amendment is that the Wash Me Car Wash which <br />was approved approximately six months after his request, contained much the same conditions as his, <br />with the exception that there were no limitations on the hours of operation and the attendant was only <br />required to be on duty fora 4 hour period during a 24 hour operation period. <br />Mr. Harrington stated at the time the case was originally reviewed by the Planning Commission, staff <br />received a petition from property owners surrounding the proposed car wash which he noted was <br />included in the work session packet for council's review. Per direction of the council, staff has <br />prepared Resolution 4809, Regarding Conditional Use Permit for Glen Harstad for the council's <br />consideration. <br />Ms. Blanchard asked, if this is approved and problems arise late at night, can the council <br />enforce having an attendant on duty for longer hours. <br />
