Samantha Orduno, City Administrator reviewed Staff Report 93-457C <br />regarding Resolution No. 4334 Approving the 1993 Personnel Compensa- <br />tion and Insurance Contribution Schedule. Orduno stated that the 1993 <br />Personnel Compensation Schedule was reviewed at the January 7, 1993 <br />Council Work Session. Wage ranges and personnel compensation and <br />insurance schedule for non-union personnel must be set annually by <br />Council resolution. Compensation adjustments for all non-union <br />employees were 3~ Annual Compensation Adjustment (ACA) and applicable <br />Stanton adjustments were made as per City Policy. These adjustments are <br />in compliance with the Department of Employee Relations and with pay <br />equity. There has been no settlement with the two unions; Police and <br />Public Works. <br />An increase of $15 per month in employer contribution to employee <br />health insurance premiums was proposed. This is a $10 decrease from the <br />proposed amount and is consistent with other contributions of other <br />Metropolitan cities. <br />Orduno stated that Resolution No. 4334 Approving the 1993 Personnel <br />Compensation and Insurance Contribution Schedule also asked that <br />all adjustments be retroactive to January 1, 1993 and that the <br />Council further authorize a budget adjustment allowing for the <br />• transfer of monies necessary for the Stanton adjustments from <br />Account No. 100-4120-975 into each department salary account <br />where Stanton adjustments were made. The ACA was factored into <br />each department's budget, so a transfer will not be necessary. <br />The Sergeant's Annual Compensation Rate has not been formalized <br />at this time. <br />MOTIONjSECOND: Quick/Blanchard to Adopt Resolution No. 4334 <br />Approving 1993 Personnel Compensation and Insurance Contribution <br />Schedule according to Revised Schedule A <br />VOTE: 5 ayes 0 nays Motion Carried <br />F. Samantha Orduno, City Administrator, reviewed Staff Report No. <br />93-458C regarding Resolution No. 4336 Approving Position <br />Classifications. Orduno stated that the 1993 Budget provided for <br />two position classifications: Assistant to the City Administrator,. <br />a position to be funded 50~ from the Administration account and 50~ <br />from the City Hall or Central Services account and Recycling Coordina- <br />tor/Code Enforcement Officer, funded primarily by a SCORE Grant from <br />Ramsey County and the remainder from the General Fund. <br />Orduno stated that Tim Cruikshank has worked for the City since <br />July of 1991 in the capacity of Management Assistant Intern performing <br />. responsibilities including personnel administration, central service <br />management, risk management and special research projects.
