11 <br />Upon recommendation of Bonestroo, Achterkirch made a motion seconded by <br />Rustad to accept the bid of Ray Sina for the improvement of Edgewood Drive for <br />$4,629.40. 5 ayes. <br />Mr. and Mrs. Robert Edmond, Mrs. Fishbeck, Mrs. Olson, Mr. and Mrs. Burnett <br />and Mr. Hall residents of Bronson Drive appeared for the hearing at 9:00 P.M. They <br />were informed by the Council and the Engineer as to the procedure of the improvement . <br />and all involved seemed agreeable. <br />Trustee, John L. Sullivan recommended that Otto Bonestroo be appointed as <br />Village Engineer. 5 ayes. <br />Trustee, Reuben G. Achterkirch recommended that Dr. Houle be appointed as <br />Health Officer. 5 ayes. <br />Trustee, Reuben G. Achterkirch recommended that Walter Skiba be appointed as <br />Heating Inspector. 5 ayes. <br />Trustee, Ingram C. Rustad recommended that Donald Bona be appointed as Dog <br />Catcher. 4 ayes, Achterkirch abstained. <br />Motion by Rustad, seconded by Sullivan to dust coat: Lois Drive from <br />Jackson Drive to East end, Knoll Drive from Hillview Rd. to Lois Drive, Terrace <br />Drive from Jackson Drive to Highway #8, grade and dust coat and sand Eastwood Rd. <br />for about 500 ft. from Sherwood to Co. Rd. J, and to patch the balance of the <br />streets were necessary. 5 ayes. <br />Motion by Achterkirch, seconded by Irvine to defer for 2 weeks the appointments <br />to the Planning Committee. 3 ayes, Gibson and Rustad no. Motion carried. <br />Bid for improvement of Bronson Drive opened at 9:35 P.M. Motion by Sullivan, <br />seconded by Achterkirch to accept bid of Ray Sinna in the amount of $1,693.95. <br />Fill to be deposited on playground on Hillview Rd. and Long Lake Rd. 5 ayes. <br />Jack Bell presented the following recommendations of the Committee of Health <br />and Public Safety. Suggested it might be in th4 best interest of the Council to <br />appoint a Police Commission. Recommendations for a 3 man police Department working <br />from 3 P. M. to 3 A. M. Officers to be paid $175.00 per month for a 28 hour work <br />week. Sgt. Och to be directing operation until Chief is decided upon. Deputy Clerk <br />to keep the records. Civil Defense to be instructed in First Aid in order that they <br />could take over the Ambulance Service in the future. Recommended that the Council <br />adopt an Ordinance to abolish the office of Constable. <br />Mayor Gibson recommended employment of a full —time Chief of Police at $380.00 <br />a month to be increased to $450.00 a month at the end of 3 years. Chief to work at <br />least 40 hours a week. Sgt. to get $175.00 a month and work at least 25 hours a <br />week. Patrolman to get $160.00 a month and work at least 25 hours a week. <br />Mr. Madsen feels there should be at least 1 officer on at all times with the <br />number of children living in the Village. <br />Mr. Butler thinks we should have 24 hour police protection. <br />Upon a standing vote of the people 2 wished a full time Chief of Police, 3 a <br />Part Time Chief; 2 wished to cut services and 14 to maintain a 4 man police force. <br />Motion by Sullivan, seconded by Irvine to refer the matter back to the <br />committee for further study. 5 ayes. <br />
