22 <br />The minutes of the August 19 meeting were read. Correction to make "Planning Commission" <br />read "Planning Committee" wherever so used was made. Motion by Sullivan, seconded by Rustad, <br />to approve the minutes as corrected. <br />Mayor Gibson reported in connection with the house at 2036 Bronson, that Dr. Houle <br />believes he does not have authority as Health Officer to enter and inspect the building. <br />The problem of pumping cesspools and the lack of dumping facilities was discussed. Mayor <br />Gibson will talk to officials of Columbia Heights about a place to dump sewerage. <br />Motion by Achterkirch, seconded by Sullivan, to adopt Resolution #9, resolution <br />designating numbers to State Aid Roads and establishing a minimum requirement for the <br />State Aid Roads within the Village of Mounds View. 5 ayes. <br />Motion by Irvine, seconded by Rustad,to approve the total budget as presented, and <br />to certify the following to the county for tax levy purposes: $9,100 General Fund, <br />$19,500 Road and Bridge Fund, $7,500 Police Fund, $3,000 Fire Fund, total $39,100. 5 ayes. <br />The Clerk read a letter from the Board of Ramsey County Commissioners requesting an <br />expression of attitude toward the Metropolitan Mosquito Control program. Motion by Achterkirch <br />seconded by Rustad, that a letter commending the accomplishments of the Metropolitan. <br />Mosquito' Control District and urging the continuance of the Mosquito Control program be sent <br />to the County Commissioners. 5ayes. <br />Upon recommendation of Sullivan, the Clerk was instructed to write to the County <br />Commissioners inquiring about the difficulty with the pump on Spring Lake since the water <br />level is 16 inches below level. <br />A letter from Engineer Otto Bonestroo outlining a proposed fee agreement was tabled <br />until the next meeting. <br />Motion by Rustad, seconded by Achterkirch, to approve licenses 1 through 86 for <br />contracting firms:: 5 ayes. <br />Motion by Achterkirch, seconded by Rustad, to turn over street card files now in the <br />possession of Mounds View to the Clerk of the Village of their location. 5 ayes. <br />Ordinance No. 59, regulating the operation of retail sellers of new and used cars, was read. <br />Motion by Irvine, seconded by Rustad, that the license fee be set at $35.00. 5 ayes. Motion <br />by Achterkirch, seconded by Rustad to adopt Ordinance No. 59. 5 ayes. <br />Mayor Gibson introduced Resolution #10, a resolution establishing the procedure for <br />the conduct of Village Council meetings, the appointment of committees, and the conduct of <br />said committees. Motion by Irvine, seconded by Sullivan, to table Resolution #10 until the <br />September 16th meeting. 5 ayes. <br />Motion by Rustad, seconded by Achterkirch, to approve a special permit to park a <br />house trailer at 1850 Highway 10 for 30 days. 5 ayes. <br />Motion by Sullivan, seconded by Rustad, to approve kennel license application of <br />Robert Walberg, subject to the inspection of the dog catcher. 4 ayes, Irvine no. <br />The Health Officer is to be asked to inform the Office of the Clerk of any complaints <br />which he receives. <br />
