24 <br />September 16, 1958 <br />The special meeting of the Village Council of the Village of Mounds View was <br />called to order by Mayor Gibson at 8:00 P.M. on September 16, 1958, at the Village <br />Hall, 1450 West Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Martha Irvine <br />Trustees: John L. Sullivan <br />Reuben G. Achterkirch <br />Ingram C. Rustad <br />and the following were also present: <br />Deputy Clerk: Mary Jean Milbrandt <br />Legal Counsel: Richard Meyers <br />Engineer: Otto Bonestroo <br />Mr. Stuart Reemer, 2728 Woodcrest appeared regarding a problem of placement of a <br />garage on his property. Motion by Rustad, seconded by Irvine to grant permission to <br />build a subterranean garage six (6) feet from the lot line along Woodcrest Drive. 5 ayes. <br />Members of the Spring Lake Park Fire Department requested that a contract be drawn <br />up between the Village and the Fire Department. Informed that this would be accomplished <br />sometime before January 1. <br />Motion by Sullivan, seconded by Achterkirch to approve minutes of September 2nd <br />meeting as corrected. <br />The problem of the substandard home at 2036 Bronson Drive was referred to the Planning <br />Committee. <br />Mayor Gibson reported he talked to the City Manager of Columbia Heights about a place <br />where sewer contractors working in the Village of Mounds View could dump sewerage. <br />Mayor Gibson was instructed to give a list of licensed sewer contractors to Columbia <br />Heights. <br />Motion by Rustad, seconded by Sullivan to concur with the Planning Committee's <br />recommendation to have the contractor proceed with Plan "B" for the property located <br />on the Northwest corner of County Road "I" and Groveland Rd., subject to approval by the <br />village engineer and attorney. 5 ayes. <br />Motion by Irvine, seconded by Sullivan to approve Planning Committee's recommendation <br />to have the contractor proceed with the platting of the area south of Hillview Road and <br />west of Spring Lake Road as recommended in Planning Report #1, subject to approval by <br />the village engineer and attorney. 5 ayes. <br />Motion by Achterkirch, seconded by Sullivan to concur with the Planning Committee's <br />recommendation and disapprove the plat submitted by Midland Construction Company for <br />Lots 16 through 22, Block 5, Pinewood Terrace No. 2. 5 ayes. <br />Sullivan recommended the Council give serious thought to giving the Planning <br />Committee more power by establishing them as a Commission through enactment of an <br />Ordinance. <br />
