29 <br />October 21, 1958 <br />A special meeting of the Village Council of the Village of Mounds View was called <br />to order by Mayor Gibson at 7:30 P.M. on October 21, 1958, at the Village Hall, 1450 <br />West Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Martha Irvine <br />Trustees: John L. Sullivan <br />Reuben G. Achterkirch <br />Ingram C. Rustad <br />and the following were also present: <br />Deputy Clerk: Mary Jean Milbrandt <br />Legal Counsel: Richard Meyers <br />Engineer: Otto Bonestroo <br />Mr. McCubrey and Mr. McFadden from the State Highway Department presented plans for <br />present Highway 8 from south village limits to County Rd. H2. Motion by Achterkirch, <br />seconded by Irvine to table approval of preliminary plans until October 29 at 7:30 P.M. <br />5 ayes. <br />Minutes of October 7th meeting were read. Correction made to read Amendment to <br />Ordinance #50, instead of Ordinance #50. Motion by Rustad, seconded by Sullivan to <br />approve minutes as amended. <br />Dr. Sam Siemon reported on the problems of some village residents not disposing of <br />garbage in proper manner. Motion by Sullivan, seconded by Irvine to refer problem to <br />Trustee Achterkirch, Health and Public Safety Committee for a report at the November 18th <br />meeting. 5 ayes. <br />Mr. Bentrup, 8158 Red Oak Drive to make an alternate plan for his property, not to <br />include the sub-standard home, and meet with the Planning Committee on November 13th for <br />a recommendation. <br />Motion by Sullivan, seconded by Rustad to write a letter to Senator Thye and Senator <br />Humphrey regarding connection to Arsenal sewer. 5 ayes. <br />Motion by Achterkirch, seconded by Irvine to concur with the Planning Committee's <br />recommendation and accept the propbsal made by the Village Engineer for a Storm Sewer Study. <br />4 ayes, Gibson no. <br />Don McBeath informed he did not need a permit for a repair job which would cost less <br />than $150.00 but must obtain a heating contracting license in order to do maintenance <br />work in the Village. <br />Floyd Anderson, 7444 Fairchild requested permission to sell a 75' lot. Informed <br />that there is a 100' minimum frontage requirement and the Council feels that he should <br />sell that much. <br />Motion by Sullivan, seconded by Rustad to have the attorney prepare an ordinance <br />establishing a Planning Commission if it is found that a Commission is not contrary to <br />the standard type of Village government. 5 ayes. <br />
