34 <br />November 18, 1958 <br />A special meeting of the Village Council of the Village of Mounds View <br />was called to order by Mayor Gibson at 8:01 p.m. on November 18, 1958, at <br />the Village Hall, 1450 West Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Martha Irvine <br />Trustees: John L. Sullivan <br />Reuben G. Achterkirch <br />Ingram C. Rustad <br />and the following were also present: <br />Deputy Clerk: Mary Jean Milbrandt <br />Legal Counsel: Richard Meyers <br />Motion by Sullivan, seconded by Achterkirch, to approve minutes of November <br />3rd meeting as read. <br />Motion by Irvine, seconded by Achterkirch, that the Council concur with the <br />Planning Committee recommendation contained in October 9 Planning Committee <br />minutes with reference to sub—standard homes, and the Building Inspector be <br />instructed to comply with the Building Code and Zoning ordinance in connection <br />with the threecases referred to the Council. 5 ayes. <br />The regular meeting for December was set for December 3 to permit Arden <br />Hills use of the Hall for election purposes on the 2nd. <br />Motion by Rustad, seconded by Irvine, to give permission for Donald Flink to <br />occupy a trailer at 8255 Red Oak Drive for a period up to 90 days. The Council <br />pointed out that this was a hardship case and that granting special permission for <br />occupancy of trailers was contrary to Council policy. 5 ayes. <br />Motion by Sullivan, seconded by Achterkirch, to have Bam Dalberg submit bond <br />of $500.00 to the Village for grading and surfacing of Gloria Circle, the bill to be <br />paid when the road is accepted. 5 ayes. <br />Melford Christensen, 5493 Erickson Road, expressed concern over the storm <br />sewer study which had been approved by the Council at a previous meeting. He <br />stated that he felt the fee was excessive for the amount of work being done and <br />that there also would be a duplication of work which had previously been done. <br />Trustee Rustad pointed out that the matter had already been looked into and the <br />study authorized. Mayor Gibson informed the Council that he personally could <br />obtain most of the information free of charge, that another engineer had made <br />an informal commitment to make the study for a total cost not to exceed $500, <br />and recommended that the Council rescind its previous action. Mrs. Irvine raised <br />the questions of involvement in legal contract, and also pointed out that the <br />question to be looked into again was what information was a matter of public <br />record. Upon advice of the Attorney and Mayor, the motion was made by Sullivan, <br />seconded by Irvine, to instruct the Clerk to write a letter to Engineer Bonestroo <br />asking him to suspend work on the storm sewer study until further discussion can <br />be held between himself and the Council, and that a committee be appointed to look <br />into the matter. 4 ayes; Achterkirch, no. The following will serve on the <br />committee: Mrs. Irvine, Mr. Christensen, Mr. Rusted, and Mr. Gibson. <br />
