35 <br />Motion by Sullivan, seconded by Rustad, instructing the Clerk to write a letter to <br />the Building Inspector outlining the following procedure for the issuance of building <br />permits in accordance with provisions of the Building Code, Sec. 1-7, and Sec. 3-1 <br />through 3-7; <br />Application for the permit may be made to the Building Inspector or at the Clerk's <br />Office. <br />Application to be accompanied by two copies of the plans and specifications, three <br />copies of the plot plan, and the fee. <br />Building Inspector to examine plans and the site, and if approved issue the permit <br />in the Office or authorize the Deputy Clerk to issue the permit. <br />All building permit books shall be turned into the Office and shall remain in the <br />Office hereafter. <br />5 ayes. <br />The Civil Defense Director reported that the Civil Defense members had put in 52 hours <br />during the months of September, October, and first half of November helping at schools, <br />etc., and 41 hours during the same period helping the Police Department. Eugene Castle <br />will start a class in use of firearms soon. <br />The Health and Public Safety Committee reported that they had conducted an inquiry <br />into practices of other municipalities concerning garbage collection, and recommended <br />that the Council give further consideration to municipal collection on a contract basis <br />with a private collector. The Committee was requested to obtain additional information <br />and report at the next meeting. A public hearing was tentatively set for December 15. <br />Upon recommendation of the Police Commission, the motion was made by Sullivan, <br />seconded by Rustad, to have the Police Commission prepare specifications for a new police car <br />and to make recommendations At the December 3 Council meeting concerning purchase of a <br />new car and disposal of the 1956 Ford. 5 ayes. <br />The Clerk was instructed to have the Council Agenda published in the Bulletin and <br />Crier as a news service. <br />The Planning Committee reported their actions as recorded in the November 13 Planning <br />Committee minutes concerning preparation of the interim zoning ordinance and planning <br />Commission ordinance, platting of the Bentrup property, Highway 8 plans, and recommendation <br />for Village Offices. <br />Ordinance #60, Curfew Ordinance, was presented for consideration at a future date. <br />A letter from Engineer Bonestroo regarding minimum requirements for roads was read <br />by the Clerk and placed on file for guidance in the futute when developing streets. <br />Clerk to write letters to Sent.tors Thy e and Humphrey thanking them for the interest <br />they have shown regarding the Village's request to connect to the Arsenal sewer. <br />Motion by Rustad, seconded by Sullivan, to approve contracting licenses 97 through 99. <br />5 ayes. <br />Motion by Achterkirch, seconded by Rustad, to adjourn at 11:40 P.M. <br />Respectfully submitted, <br />Martha Irvine <br />Clerk <br />
