44 <br />January 2, 1959 <br />A special meeting of the Village Council of the Village of Mounds View <br />was called to order by Mayor Gibson at 7:22 P.M. on January 2, 1959, at the <br />Village Hall, 1450 W. Highway 96. <br />The following members were present: <br />Mayor: <br />Clerk: <br />Trustees: <br />James W. Gibson <br />Earl E. Smith <br />John L. Sullivan <br />Melford. C. Christensen <br />Absent: Reuben G. Achterkirch <br />and the following were also present: <br />Deputy Clerk: Mary Jean Milbrandt <br />Legal Counsel: Richard. Meyers <br />Prior to the opening of the meeting village officers, Smith, Christensen <br />and. Madsen were sworn in by Justice of the Peace C. U. V. Carlson. <br />Motion by Gibson, seconded by Christensen that John L. Sullivan be <br />appointed. Acting Mayor. 3 ayes, Sullivan abstaining. <br />Motion by StlIivan, seconded by Smith to designate the First State Bank of <br />New Brighton as the depository for village funds. 4 ayes. <br />After hearing proposals from The Rose Tribune and. The Crier for services <br />as a legal newspaper, motion by Sullivan, seconded by Christensen to designate <br />The Crier as legal newspaper for the Village. 4 ayes. <br />Motion by Sullivan, seconded by Smith to approve Garbage and Rubbish Collector's <br />License for Philip Perron subject to inspection of his trucks by the Health Officer. <br />4 ayes. <br />Motion by Sullivan, seconded by Christensen to recess meeting until 8:00 P.M. <br />January 6th. 4 ayes. <br />The recessed meeting of January 2nd was reconvened at 8:03 January 6, 1959. <br />The following members were present: <br />Mayor: James W.
