54 <br />March 2, 1959 <br />The regular monthly meeting of the Village Council of the Village of <br />Mounds View was called to order by Acting Mayor, John Sullivan at 8:06 P.M. <br />on March 2, 1959, at the Village Hall,.1450 W. Highway 96. <br />The following members were present: <br />Clerk: Earl E. Smith <br />Trustees: Reuben G. Achterkirch <br />Melford C. Christensen <br />John L. Sullivan <br />Absent: James W. Gibson <br />and the following were also present: <br />Deputy Clerk: Mary Jean Milbrandt <br />Legal Counsel: Richard Meyers <br />Treasurer: Irene Edberg <br />Engineer: E. V. Comstock <br />Current statements for services rendered to the village were presented to <br />the council for payment. All statements were approved and checks issued for their <br />payment. <br />The Clerk read the minutes of the February 16th meeting. Motion by Christensen, <br />seconded by Achterkirch to approve minutes as read. <br />Mr. Rustad, Civil Defense Director, requested permission to spend approximately <br />$65.00 for uniforms, badges and miscellaneous civil defense supplies. Motion by <br />Achterkirch, seconded by Smith to approve such purchases. Mr. Rustad also stated that <br />to his knowledge the Village may receive $300.00 from the State, of Minnesota to be used <br />for civil defense purposes for the year. <br />Mr. Ray Doyle appeared before the council stating that he had purbhased lots <br />45 and 46 on Greenwood Drive and requested the councils procedure for authorizing a <br />road to be built into that property. Mr. Doyle was informed that the road had been <br />dedicated and rough graded but never completed. Mr. Doyle's problem of continuing <br />Greenwood and surfacing it in front of lots 45 and 46 was referred to the Village <br />Engineer for examination and submission of an estimate of cost for surfacing and <br />completing the remainder of Greenwood. Drive. <br />Mr. Edward. Gerner, 2109 Pinewood. Drive, informed the council that a blocked <br />culvert near his property was causing the water to back up on his lot with depths <br />in some places t) 31- feet. Mr: Gerner expressed concern over the possibility <br />of something happening to a child if this condition is allowed to exist. This <br />matter was referred to the Village Engineer .nd. TrusteeChristensen for action, <br />with the possibility of having the county clean the culvert to allow free passage <br />of water through Mr. Gerner's property to eventually dissipate through natural <br />means. <br />A large delegation of citizens again appeared requesting infoniation on the <br />progress to date in regards to the village eventually obtaining a sanitary sewer <br />system. Many petitions were turned in at this time to Trustee Christensen for study <br />and compilation. Trustee Sullivan reported that 5 engineers had been contacted to <br />submit proposals for a storm sewer, sanitary sewer and water study. He also stated <br />that no one should become alarmed because of unwarranted statements that the village <br />could not hook up with the Minneapolis sewer system and that when an engineer is <br />hired to do the survey the engineer would begin negotiations with Minneapolis in <br />
