57 <br />March 16, 1959 <br />The special meeting of the Mounds View Village Council was called to order <br />by Mayor, James Gibson at 8:00 P.M. on March 16, 1959, at the Village Hall, 1450 <br />West Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Earl E. Smith <br />Trustees: Reuben G. Achterkirch <br />Melford C. Christensen <br />John L. Sullivan <br />and the following were also present: <br />Deputy Clerk: Mary Jean Milbrandt <br />Legal Counsel: Richard Meyers <br />Engineer: E. V. Comstock <br />The Clerk read the minutes of the previous meeting. Motion by Achterkirch, <br />secondedel by Sullivan to approve the minutes as read. Motion carried unanimously. <br />Mr. McCubrey, representing the State Highway Department appeared by request <br />of the council regarding a service drive planned for development along with Highways <br />8 and 10 located north of Highway 8 in the Rice Creek area. Mr. McCubrey informed <br />the council he would inquire at the Highway Department about the possibility of <br />keeping this highway in the State Highway plans and also the possibility of receiving <br />access from the north side of the Arms Plant entrance road into the proposed shopping <br />area at the junction of Highways 8 and 10. Mr. McCubrey stated that he or some <br />other representative of the Highway Department would.appear at the next council meeting <br />to inform the council of the State Highway Department's decision. <br />Mr. Leonard Babinski and Mr. Donald Babinski appeared before the council <br />requesting information regarding their request for building of multiple dwellings <br />on their property, permission for which was denied by the council on March 2, 1959. <br />The council upheld its previous denial for rezoning request as recommended by the <br />Planning Commission. Motion by Achterkirch, seconded by Smith to refer this request <br />for rezoning back to the Planning Commission for their recommendations and help in <br />developing the requesting parties property for multiple dwellings. Motion carried <br />unanimously. <br />Mr. Harold Parson, 7855 Greenwood Drive, appeared requesting permission to <br />divide a 165 foot by 300 foot lot into two lots, each lot to be 824- feet wide. <br />Motion by Achterkirch, seconded by Smith to approve the division of the lot subject <br />to regulations and procedures of the Planning Commission. Motion carried unanimously. <br />Motion by Sullivan, seconded by Achterkirch to approve a dance license, cigarette <br />license and a 3.2 beer on and off sale license for Rose W. Wagamon at the Meadowbrook <br />Inn. Motion carried unanimously. <br />The progress to date in regards to sanitary sewer was explained to several <br />interested village citizens by Mayor Gibson. <br />Mayor Gibson recommended that the contract for radio maintenance be changed <br />from Mobile Radio Engineering to Capital Electronics, Inc. He explained that under <br />
