108 <br />The regular meeting of the Mounds View Village Council was called to order by Mayor <br />James W. Gibson at 8:00 P.M. on October 6, 1959, at the Village Hall, 1450 West Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Earl E. Smith <br />Trustees: Melford Christensen <br />Donald Hodges <br />Perry Malvin <br />Deputy Clerk: Betty Walbridge <br />Legal Councel: Richard Meyers <br />Engineer: • C.V. Comstock <br />Motion by Christensen, seconded by Hodges to table the resolution regarding North <br />Suburban Hospital Association entering•into a hospital district subdivision until the <br />council can obtain further data or a report which can be studied when available from the <br />Hospital Association. Gibson, Hodges, Christensen, iVialvin, aye; Smith, absent. Motion <br />carried. <br />Motion by Malvin, seconded by Christensen that the council forward a letter to the <br />Highway Department rejecting their plans. Gibson, Hodges, Christensen, Malvin, aye; <br />Smith, absent. Motion carried. <br />David W. Anderson appeared before the council in regards to Lot 56, Spring Lake Park <br />Hillview Addition, East 86 feet of the north 117 feet of Lot 56. The lot Mr. Anderson <br />wishes to build on does not have a large enough area for a drainfield and his neighbor's <br />drainfield is on this property. The problem of Mr. Anderson was referred to the plumbing <br />inspector and if he can work out the problem with his neighbor a building permit will be <br />granted. <br />Mr. Howard Nelson, 2204 Lois Drive, appeared before the council to complain that Earl <br />Smith inferred that he had the authority of a police officer. The opinion of the attorney <br />was that this was not a council matter. <br />Mr. Robert Hook appeared before the council in regards to his application for a <br />building permit for the erection of aparement houses on County Road I east of the Sunrise <br />Methodist Church. Motion by Gibson, seconded by Christensen that a building permit be <br />granted as Mr. Hook had complied with the requests of the council. Motion carried. unanimously. <br />Mr. Wallace Groberg appeared before the council in regards to his application for <br />several building permits. Mr. Allan Crane, Chairman of the Planning Commission, reported <br />on his findings. The council recommended that the applications for building permits be <br />given to the building inspector for further action stating certain conditions to be met <br />providing Mr. Groberg submits new applications.' In regards to Mr. Groberg building <br />multiple dwellings on County Road I west of Adams Street it was suggested that the <br />recommendation of the planning commission be complied with and that Mr. Groberg fulfill <br />the requirements of this recommendation and of the building code and submit the necessary <br />documents to the building inspector before the building permits are issued. Motion by <br />Gibson, seconded by Malvin that Mr. Groberg be granted a special use permit for the <br />construction of an addition to the service station building and that he conform to the <br />building code and requirements of the plumbing inspector and building inspector in regards <br />to construction of the building. The above motion stricken. Motion by Gibson, seconded <br />by Christensen that Mr. Groberg be granted a special use permit for the building extended <br />from Cities Service station on County Road I and west on Adams Street for retail business. <br />Motion carried unanimously. <br />
