Mr. Christensen <br />stated that this was not a method in which he was trying to cen- <br />sure the freedom of publication by the papers, but a method to <br />insure that facts are correct before releasing them to the papers <br />for public viewing, causing notoriety to the village. Upon the <br />call of roll, Smith and Christensen voted aye and Crane and <br />Hodges voted no& Clarification of the vote was asked of the <br />village attorney who stated that the motion was therefore lost. <br />Following the motion a discussion was held by citizens from the <br />floor and the council, at which several citizens felt that Clerk <br />Smith was a reputable person and that he was trying to do a good <br />job for the village. Mrs. Frits who had been named as one of <br />the citizens placing the statements in the paper, felt that she <br />was being unduly criticized as Chairman of the recreation com- <br />mittee and thereby tendered her resignation& Following that, <br />Mrs Florence Petersonl secretary of the Recreation committee <br />also tendered her resignation• Following the resignation of <br />the two members of the recreation committee, Mr. Christensen <br />moved, seconded by Smith& that the resignations in question be <br />accepted by the councill Upon call of roll, Smith and Christen - <br />sem voted aye, Crane and Hodges No; motion lost. <br />At approximately 9:30 Mr4 Perry Malvin appeared and took <br />his seat as the 5th member of the council& Mr. Malvin was then <br />briefed as to the action and proceedings during the first part <br />of the meeting.. A. discussion then followed that the Recreation <br />Committee has suspended their operations at the previous council <br />meeting and that the recreation program had stalled& Motion by <br />Christensen, seconded by Smith that the Mounds View Village coun- <br />cil resume the operation of the committee and execute the work <br />which had now been contracted for and that the council repre- <br />sentative on the present committee institil.te the necessary ac- <br />tion to activate the recreation programs Smith and Christensen <br />aye; Crane,. Malvin and Hodges no, motion lost. <br />Motion by &rtne, seconded by Hodges that the Recreation <br />Committee council representative moot with the remainder of the <br />committee and together resume the operationsa of the recreation <br />program, Christensen amended the motion to -the effect that the <br />committee see to it that the work contracted for is completed. <br />Clerk Smith also amended the motion that Perry Malvin, the com- <br />mittee council representative be appointed the chairman of the <br />committee as was John Sullivan, former councilman who gave up <br />that position upon his resignation. Smith realizing then that <br />the resignation of the Chaimman was not effective by council <br />action until written resignations were submitted, with drew his <br />amendment. Upon the call of roll all members voted aye; motion <br />carried. <br />The subject of the license for the Community Builders was <br />again brought to the attention of the council by a letter from <br />the builders which had been addressed to the village Attorney. <br />".gain the Community Builders representative requested that <br />action be taken on their license to forestall any possible suit <br />against them. Council witheld their decision until an investi- <br />gation of the home in question could be made to determine if <br />
