C U " . <br />Mr. Glen Dawson, a member of the Police Commission <br />reported on the activities of that commission. He stated <br />that the commission had interviewed three men for the job <br />as patrolman and after careful considerations recommended that <br />Mr. Carter Caldwell be hired for the job as patrolman. Melford <br />Christensen then asked Chief Robertus if he concurred with the <br />com4ission's recommendation and received an affirmative answer. <br />The question of salary to be paid to Mrt Caldwell was then dis- <br />cussed and Mr. Robertus stated that he thought Mr. Caldwell should <br />start at the same rate as previous patrolmen at 375.00 a month, <br />retroactive to June 1st at which time Mr. Caldwell had begun his <br />training with the Mounds View Village Police Force, Motion by <br />Hodges, seconded by Malvin to hire Carter Caldwell as police of- <br />ficer at $75.00 per month retroactive to June 1, 1960. 4 ayes, <br />motion carried. <br />Mr. Chris Piewhowski, Building Inspector for the village, <br />appeared before the council and reported that he had received an <br />application from a Mr. Theodore W. Holston for building of a <br />double bungalow on land zoned class J residential. Mr. Piehoweki <br />was instructed to return the application to Mr. Holston with in- <br />formation that the applicant would have to apply for rezoning <br />with the Clerk's Office and the application cleared through the <br />Planning Commission in order to build double bungalows in the <br />location desired. <br />The subject of Northeast Construction building fourplexes <br />instead of duplexes as required in their building permits was <br />again brought to the attention of the council. The Village <br />Attorney, Mr. Moyers, reported that there are only two ways to <br />correct the situation, Ono was to take them into Justice Court <br />and the other by issuing an injunction against them. The council <br />then instructed the building inspector to take action against the <br />proper parties concerned in Justice Court and see that the permits <br />for duplexes be produced. Motion by Smith, seconded by Christen- <br />sen to instruct the Building Inspector that when court action is <br />broughtsgainst the Northeast Counstruction Company (Mr. Donald <br />Babinski) that Mr. Babinski be instructed to produce his permit <br />and plans for the duplexes and the Building Inspector determine <br />whether Mr. Babinski is conforming to the plans or if not, cease <br />from the non - conformance of said plans and that is such is not <br />done by the builder, the council to take action in the form of <br />an injunction against the builder. 4 ayes, motion carried. <br />The question of licensing buildirs in the village was dis- <br />cussed by the council as to what legal work can be carried on <br />by the builder holding a General Contracting License. The council <br />decided that all General Contracting applications should be checked <br />fur Tny the Village Attorney for legality. <br />Mr. Carl E. G. Larson appeared before the council regarding <br />the zoning of His property which once held a commercial zoning <br />and was changed under the new rezoning. Mr. Larson presented a <br />copy showing the proper zoning of his land by legal methods in <br />1948, and he mentioned that a former council had rezoned his land <br />to commercial at that time. Mr. Larson was referred to the Plan- <br />ning Commission for investigation of the change in his zoning by <br />that committee. <br />
