Minutes of the Meeting of October 24, 1960 (Page 4) <br />Mayor 0rane brought up the subject of water meters. The village Attorney <br />then presented a contract with Neptune Meter Company which had changed some o= <br />the original terms as directed by the Council. Smith then asked whether the <br />Neptune Company representative with the office located in the Twin Cities woa-.2. . <br />have parts on harrl for replacement. The company reppesentative stated that <br />upon presentation of defective or worn parts a new part would be available. <br />Motion then made by Crane seconded by Malvin to accept the contract with <br />the Neptune Meter Company. 5 ayes, motion carried. <br />Christensen then asked if this particular contract would exclude any oth -:' <br />meters from being purchased for use in Mounds View Village. Mayor Crane and <br />village Attorney concurred that it would not although the Neptune Meter Repro <br />sentative said they were entering into this contract with the highest discoart <br />price and in good faith that the Village of Mounds View would be ordering a <br />large quantity of meters. The representative explained the the Neptune <br />Company also have a magnetic meter and for about $3.00 more it could be in- <br />serted into the present meter. He stated that he did not recommend magnetic <br />peters at this time because they have not been proven. <br />Christensen pointed out that 1/8 of a gallon of water a minute which is <br />not metered by the Neptune meter would amount to approximately 60,000 gallon , <br />a year or $12.80 a year which is not being charged to each individual user. <br />The Neptune Company representative stated that the problem with magnetic mote: <br />is that it has not been determined just what effect the iron and other mineral: <br />in water will have on these meters. <br />XIxiMIMMAIDX :4 t` X � <br />Motion was then made by Crane, seconded by Hodges that until such time a.. <br />the village has a water superintend ent the village Plumbing Inspector will <br />authorize and 0. K. orders for meters. Mr. Skiba said it would not be feas <br />ible to install meters until the lines have been flushed. Christensen then <br />stated that the contract states the aunci l represents the village and therefc'_. <br />he veels the council should order these meters. Upon call of roll Hodges, <br />Malvin, Christensen and Smith, no;: Crane, yes; motion lost. <br />The subject concerning the plumbing permit for the Babinski Brothers <br />was brought to the attention of the Council by the Village Attorney. He <br />stated that he had been contacted and that Babinski withdrew the application <br />because he said he did not know that four water closets, four tubs and four <br />sinks were requested. Motion by Christensen, seconded by Crane that the <br />plumbing permit in which the Babinski Brothers are applying to install the <br />I+ water closets, I+ tybs and 4 sinks in the building at 5085 Sunnyside Road <br />be denied and that the Plumbing Inspector be instructed to authorize a plunb5.:_ <br />permit which would call for 2 water closilts, 2 tubs and 2 sinks in accordar_c' <br />with the dupies classification which is the zoning in that area. <br />Trustee Malvin then asked lithether or not the council could stop anyone <br />placing a certain number of bathrooms in his home, and he was informed that <br />placing such into apartments is of a different matter than placing them in <br />home. Trustee Hodges then asked if there is anything the council can place <br />in writing to guarantee that these buildings (Babinski duplexes) will never <br />be used for apartments. Clerk Smith asked if the owner of the property shoals <br />request the permit instead of the companies representing them. The Building <br />Inspector stated that he felt that all problems of this type should be okayed: <br />by the inspectors before a permit is actually issued. <br />
