Proceedings of the Village Council <br />J 4 6 <br />Page 3 <br />The plans for reconstruction of Highway 10 received in the Clerk's <br />office were presented by Mr. Lester Knutson of the Village Engineer's <br />office. Mr. Knutson pointed out the changes involved on the Highway <br />plan an what was involved in the village as far as access to said <br />Highway was concerned. Motion by Crane, seconded by Hodges to refer <br />the Highway plans for the reconstruction of Highway Not 10 to the <br />Planning Commission for recommendation. 5 ayes; motion carried. <br />Mr. Crane stated that he had received a call concerning the <br />situation that a child had fallen into a ditch on the southwest corner <br />of the race track in the village and that the water was over the <br />child's head. Fortunately nothing serious had :resulted from this but <br />the fact that the ditch was deep was considered a serious matter and <br />a detriment to the village. Trustee Christensen stated that he had <br />examined the full length of this ditch and found it to be stopped up <br />by the natural erosion of the sand back into the ditch. He stated <br />that he had called the state department and suggested that they <br />recommend to the county that permanent improvements be made on this <br />ditch and that the Village of Mounds View council would consider <br />sharing the expense wherein it would be benefitt Christensen stated <br />that he had received no reply concerning this since his call. .: <br />The Village Attorney brought up the subject of a letter regarding <br />*he rental of the Arsenal sewer line. A copy of,this letter had been <br />forwarded to Mayor Ashbach of Arden, Hills and from what he had found <br />regarding this was finally determined that Mayor Crane was to meet <br />With Mayor Ashbach to discuss the sewer rental at the convenience of <br />both. <br />Mr. Knutson, of the Village Engineer's office submitted plans <br />for water utility building which is to be built at the proposed site <br />of the new municipal center. Trustee Christensen reported tin an <br />informal meeting of the Planning Commission and stated that In the <br />land use plan and also in the zoning code it was suggested that ozie <br />of three sites be considered for a civic center. One site located <br />at the junction of Long Lake Road and Highway 10; one across from <br />Mr. Walter Skiba's property and third site on the west side of the <br />triangle on the corner of Highway 10 and County Road I. No. 1 site <br />chosen by the Planning Commission is located in the area of the Foley's <br />tavern. The council concurred that the site chosen as the No. 1 by <br />the Professional Planner, Howard Dahlgren, be the best since the others <br />have certain conditions that did not seem to lend themselves to a <br />civic center. Mr. Arthur McClure had been previously asked to <br />develop a plan for a civic center at the site No. 1 which he had <br />prepared and was presented to the council at this time. Said plans <br />to be taken under consideration by the council and acted on at a <br />future meeting. <br />Mr. Knutson presented a letter from the Minnesota Highway <br />Department relative to next year's alottment of maintenance funds <br />under the National State Aid Quota for which the village is elligible. <br />Last year the village elected to receive 31,500 a mile which was <br />available to them. The other alternative was to take 25% of the total <br />State Aid alocation for the village which the village council decided <br />to pass. The alternative of taking the 25 percent total state aid <br />allocation involves an appreciable amount of bookkeeping and <br />accounting which had been considered by the council and which they <br />
