Mr. Knutson <br />stated that the Highway Department had to be notified in writing From <br />the village if the council elects to take the 25 percent for state <br />aid maintenance. Motion by Christensen seconded by Hodges to accept <br />the $1,500 a mile for state aid road maintenance rather than 25% of <br />the funds allocated to the Village of Mounds View for its state aid <br />roads. Upon the call of roll Malvin, Hodges, Smith, no; Christensen <br />and Crane, aye; motion lost. Mr. Knutson also asked that the council <br />approve the advertisement for bids on underground piping from the well <br />to the tower site to the distribution system allowing for the connection <br />within the well house structure. Motion by Crane, seconded by Malvin <br />to advertise for bids for the above piping on the 17th of November, <br />and to receive bids on November 28 at 8500 PiM. 5 ayes, motion carrieth <br />Mr. Knutson also asked the council to consider and select a site for <br />a second well which he stated should be started in the near future in <br />order to meet the heavy demand for water which will come next summer. <br />He also stated that approval for the advertisement for bids for this <br />new well would be desirable at this time. After discussion by the <br />council of the means of acquiring land for this new well it was decided <br />to discuss this matter before the next meeting and consider a decision <br />at that time. <br />The village attorney presented a resolution to the council advising <br />the Minnesota Highway Department of drainage problems along Highway 10- <br />62 in Ramsey County in which the village would like the Department of <br />Highways to take into consideration said drainage problem and its plans <br />and specifications. Motion by Crane, seconded by Christensen to <br />adopt said resolution and forward it to the Highway Department. 5 ayes; <br />motion carried. <br />The attorney also brought up the subject regarding the deed for <br />Spring Lake Park Hillview Addition concerning Lots 7, 8, 25 and 26. <br />Said deed dated May 13, 1956. Motion by Christensen, seconded by <br />Crane that the attorney file said deed for the Hillview playground. <br />5 ayes; motion carried. <br />The Village Attorney also presented a resolution on the motion <br />for election of an adoption of optional plan A in which it was shown <br />the presentation of the question to be placed on the ballot. Attorney <br />Meyers stated that the Certificate of Adoption of Optional Plan A <br />has been drawn up and will be filed if passed. He also stated that <br />he has prepared a notice which should be published in the local <br />newspapers concerning this if passed. Clerk Smith raisedtthe question <br />of whether or not the Village of Mounds View could change he Optional <br />Plan A since the standard plan has not been in effect three years as <br />required for optional plans when adopted. The Village Attorney stated <br />that he had received a report from the Minnesota League of Municipality <br />which stated that the three year limitation has no application to an <br />election on one of the optional plans in a standard plan village <br />incorporated less than three years. <br />
