November 28th Minutes Page 2 <br />Mayor Crane called for Pir. Diedrichson, representative of the <br />Northern States Power Company, to explain the street light conditions <br />and installations which were recommended and are needed throughout <br />the Village. The question of which lights are considered County <br />and which Village was posed and Mr. Diedrichson stated that he would <br />call the Village Office or Mayor Crane on Tuesday, November 29th, <br />and explain which of the two lights removed by the construction work <br />on Highway 10 located on iIighway 10 and Groveland and IHighway 10 and <br />County load ii2 belonged to the Village and which to the County. <br />Iir. Diedrichson stated that the installation of said lights would <br />have to come by request to their office by a resolution by the <br />Village or the County, whichever has jurisdiction.• Mayor Crane <br />stated that he felt the Village needs other lights all along Highway <br />10 and I';r. Diedrichson stated that in order to make the survey of <br />village street lights, the Council would also have to request this <br />by a resolution to the Northern States rower Company. <br />The subject of the installation of power at the water tank area <br />was also brou;:ght up by the Council and P1r. Diedrichson stated that <br />as soon as the village engineers had determined the horsepower needed <br />at the well and tank site, the necessary contract could be drawn up <br />and the installation provided at that time. I >ir. Knutson, village <br />engineer, stated that he would provide the information necessary to <br />prepare this contract and Mr. Diedrichson said he would have this <br />contract ready for the Council at its next meeting. <br />Mayor Crane called upon lir. George Gustafson and Kr. Larson to <br />present the circumstances surrounding the sale of Lr. Larson's land <br />on Highway 10 which is currently under purchase by Mr. Melberg for <br />the erection of a gasoline station on that land. Ir. Gustafson and <br />Mr. Larson thereupon presented a petition to the Council for the re- <br />zoning of Lot No. 53, Auditor's Subdivision No. 39, Ramsey County, <br />Minnesota from the present residential classification to the original <br />commercial status from which it was rezoned under the Rezoning <br />Ordinance of 1960. Said petition contained the names of ten <br />petitioners whose property is adjacent to i!:r. Larson's land within <br />250 feet, and who agree to said rezoning. Er. Stole, Chairman of <br />the Planning Commission, stated that in view of the fact that the <br />petitioners were in agreement with said rezoning,;, he saw no need for <br />a public hearing and recommended the Council concur with the Planning <br />Commission and proceed with the passage of said rezoning;. The Village <br />Attorney, however, pointed out that a public hearing was necessary <br />under the Zoning Ordinance in order for the Council to approve re- <br />zoning in this Village. Motion by Christensen, seconded by :lodges <br />to approve the rezoning of said property back to its original classi- <br />fication of commercial subject to a hearing on said property. <br />Christensen, Hodges, Malvin - aye; Crane - no; motion lost because <br />of the necessary four- fifths majority of the Council to waive the <br />conditions required by the Zoning; Ordinance. <br />Motion by Crane, seconded by Hodges to set a hearing on the <br />above property to be held at 3 :00 p.m., December 12, 1960 at the <br />Red Oak School and that the Clerk's office notify the petitioners <br />of the hearing by letter. 4 ayes, motion carried. <br />
