Clerk Smith inquired from the Village Engineer Representative, Mr. Knutson <br />as to when the village could expect to have water ready for service to homes in <br />,he village. Mr. Knutson stated that if all went well service may be expected <br />sometime in January. <br />Trustee Hodges inquired from Mr. Skiba as to why the street signs were not <br />replaced on Red Oak Drive after construction and he was informed that they were <br />replaced by the contractor but were removed by Halloween pranksters and now will <br />have to be replaced by the village. <br />Mrs. Ralph Peterson brought up the subject of the placement of stop signs <br />on the new Highway X10. Trustee Christensen stated the he would investigate this <br />situation. <br />Mr. Knutson presented the council with a map of proposed village thoroughfares <br />,rhich was received from Mr. Dahlgren the village Planner. This map will be studied <br />by the council and discussed at a later meetin . <br />Mr. Knutson also reported on the matter of the road right-of-way and drainage <br />.. tch at Red Oak aid Wookcrest. The location of a lot corner stake is placed on <br />r:rt of the ditch which placed the lot on the right -of -way. This problem arose <br />cause the rokginal surfacing of Woodcrest was not build onthe right-of-way but <br />;rth of it. Trustee Christensen said he feels that a spillway sould be built <br />n the northwest corner to ease this situation. Attorney Meyers will check to see <br />there are easements involved. <br />Mr. Knutson and Mr. Skiba met with two Northern States Power Co. Representar- <br />ves to discuss the route for sersiice to the well site. They feel that the best <br />;:y is to come from the south side of Highway 10 along the east side of the Edgewood <br />)ad right-of-way. <br />Mr. Knutson also stated that it is contemplated to build a temporary st racture <br />at the well site to serve as a well house. This would be of wood frame, sheathing, <br />ard weatherproofing. It was suggested by Mr. Blanchard that this could later be <br />?.sod for a warming house. <br />The tentative specifications covering basement meter settings were ready by <br />the Village Attorney. The subject of temporary water usage by contgactors was <br />brought up, and Mr. Meyers , village attorney, was instructed to draw up an amend - <br />ment to the Water Ordinance regarding the furnishing of meters for this use. <br />Mayor Crane announced that the Mounds View mill rate for 1961 is 55.68 plus <br />120.96 for schools, for a total of 206.61+ which is an increase of 5.31 mills over last <br />ar. <br />Motion by Crane, seconded by Malvin to pass the ordinance prohibiting flight <br />to avoid arrest. 5 ayes, motion carried. <br />Motion by Christensen, seconded by Crane that the Clerk be instructed to place <br />an ad in the local newspapers advertising for a dogcatcher in the village of Mounds <br />View. 5 ayes, motion carried. <br />Regarding an opinion regarding citizens complaint s of Ordinance violations, <br />;torney Meyers said that he feels that in technical ordinances, it should be spelled <br />out who should sign complaints and enforce the laws. <br />Page (4) <br />
