PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY <br />MINNESOTA <br />000065 <br />Pursuant to due call and notice thereof, a Special Meeting of <br />the Village Council was called to order at 8:15 P.M. on Wednesday, <br />May 31st, 1961 at the Red Oak School, located at Red Oak Drive and <br />Sherwood Road, Minneapolis 21, Minnesota. <br />Members present: <br />Mayor: <br />Clerk: <br />Trustees: <br />Adminstrative <br />Clerk: <br />Engineer: <br />Attorney: <br />Public Works <br />Superintendent: <br />Fiscal Agent: <br />Allan B. Blanchard <br />Perry Malvin <br />Melford Christensen <br />Paul Boog <br />Les Knutson <br />Richard Meyers <br />Walter Skiba <br />Robert Ehlers <br />Mayor Crane called the meeting to order and explained the <br />purpose of conducting the hearing on Proposed Water Service Extension* <br />in an area between Highway 10 to North Village limits and from <br />Edgewood Drive to West Spring Lake Park Road. He than turned the <br />meeting over to Engineer, Les Knutson. <br />Mr. Knutson explained that petitions were received by the Council <br />until April 1st, 1961 for Water Service. From these petitions the <br />Council asked for and received a Preliminary Report from the Engineer. <br />After receiving this report, the Council felt that abutting areas <br />may also want Water Service, and taking into consideration that certain <br />connections would be necessary to properly loop the system, some areas <br />were extended beyond the petitioners homes. <br />The Engineer stated that a rough estimate of the entire cost <br />would be $181,500.00. This would mean an estimated assessment of <br />$4.15 per front foot plus a $115.00 Service Connection charge per home. <br />The Fiscal Agent than explained the financing of the Project, <br />Mr. Ehlers stated, the only change the Council contemplates is the <br />financing of Assessments from a 15 year option to 10 years, keeping <br />in mind the future needs of the Village, such as sewer or storm sewers. <br />Using a 10 year plan, as an exanple,.assuming it's a $400,00 <br />1 -essrjent, it would amount to about $53.20 a year, or .150 a day to <br />pay off the Capital part of the Water Works Improvement. <br />Anyone wishing to pay up their Assesssment without interest may <br />do so within 30 days after the Assessment roll is adopted, or they <br />can pay it up anytime with interest up to December 31st in the year <br />payment is made. <br />The Mayor asked if there were any Petitions for or against the <br />Proposed Project. <br />Three Petitions and a letter were received (latter nrrke(: as <br />Petition 4) - Objector's as follows: <br />
