00011' <br />The Council felt that relocating the field on this playground was the <br />best solution to the problem: <br />Mr. W.D. Frits asked for a motion from the Council to abandon this <br />playground. Igo, action was taken on his request. <br />Mr. Hodges, who represents the Council on the Parks & Playgrounds <br />Commission stated that the ball park would be moved before games were <br />scheduled in the spring. <br />The Police report for July was read and a copy placed on file in the <br />Village office. The Police Commission report was read and the following <br />action taken: <br />Item #3. I6o Lion by Crane to purchase a portable oxygen kit for <br />approximately $80.00 and one mouth to mouth respiration kit for approximate_ <br />$12.00. Seconded by Blanchard. 5 Ayes. <br />Item #4. Motion by Crane to hire Eugen MacCauly as a consultant to <br />help set up testing program for police applicants and incumbents and to <br />set up procedures in the Police Department for an amount not to exceed <br />$500.00. Seconded by Blanchard. <br />Mr. Christensen asked for the exact items the consultant would <br />undertake and furthur stated that he thought the attorney should go over <br />this instead of hiring outside help. <br />Mr. Crane stated it was the Commissions opinion that a better set of <br />rules and regulations governing the Police Department and a set of rules <br />on procedure was needed for the Co o fission 'itself , .. amoung' ether 'things. <br />Upon call of the roll the following vote was taken. Malvin, Hodges, <br />and Christensen, naye. Blanchard and Crane, aye. Motion lost. <br />Item #7. Motion by Crane to have "Speeds Electrically Timed" signs <br />purchased and placed at following locations: Co. Rd J. East Bound Lane <br />at S.L.P. boundary, Co. Rd H2 East Bound Lane at Fridley boundary, Co. <br />Rd H2 West Bound Lane at Hiway 8, Co. Rd .I West Bound Lanb_at: Hiway 8, <br />and Co. Rd I East Bound Lane at Hiway 10. <br />Seconded by Malvin. 5 Ayes. <br />Item #8. Motion by Crane to authorize payment to Police Chief <br />Grabowski and Sgt. Rustad of the difference between the two party telephone <br />and a private telephone. Seconded by Christensen. 5 Ayes.(Copy of police <br />report on file.) <br />Mr. W.O. Frits asked the Council what their intentions were regarding <br />the drag strip built by Don Voge at the Twin City Speedway in our Village. <br />against the Village Ordinance, as it creates a nuisance by din of the <br />9:30 A.M. Sunday races and the late racing at night. <br />This was discussed at some lengths and the information was released <br />that the Village has a case coming up in court regarding this matter. <br />A fifteen minutes recess was called at this point. Meeting called <br />to order by Mayor Crane at 9:30 P.M. <br />Mr. Hodges reported that the Parks and Playgrounds Commission had <br />met and discussed their winter program, setting up sizes and locations of <br />skating and hockey .rinks.
