000132 <br />Sept. 6, 1961 Special Meeting (can't) <br />A resident asked the reason for the $106,50 hook -up and it was <br />again explained that the total number of hookups or services were <br />divided into the total cost and this amount then became the service <br />connection- charge. <br />The Mayor then called on Mr; Zi Mann to explain the financing of <br />this project. Mr. Mann stated that on the following Monday at the <br />regular Council neeting the Council would consider the objections <br />rendered at this hearing and then act to either adopt the assessment <br />role as presented or corrected. He further stated that those assessed <br />would have thirty (30) days from that time to pay their assessment with <br />out interest. After thirty(30) days this role would go to the County <br />and be spread on the taxes. Following this thirty(30) day period <br />interest would be added at the rate of 6% per year over a fifteen (15) <br />year period on a decliring:;balance.; He then cited examples of how an <br />assessment could be paid off. <br />The Clerk stated that there would be no individual notice of <br />assessment amounts sent out, but that this information could be readily <br />obtained at the Village office. <br />The acting Mayor then called for objections to the assessment. <br />#1. Mr, Jesse Varnes of 7350 Fairchild Ave. objected to the <br />amount of the assessment as a large portion of one of his lots was not <br />usable because of a swampy area in back of one of his lots. He feels <br />that this assessment will cause a hardship on him and that he will not <br />benefit in proportion to his assessment. <br />The Attorney stated that the Council would make a determination of <br />benefits and then decide whether of not a _:correction should be made, <br />and on that basis either adopt or correct the assessment role. <br />#2. Mr. Gerald Blanski, 1881 Woodale Drive, objected to the <br />assessment because his lot has a 256 ft. frontage while it is only 100ft. <br />deep, therby making his frontage assessment $1,024. He stated that in <br />his opinion the assessment is too high for the amount of benefits <br />received. <br />#3. Mr. Alvin Hillsdale, 7850 Spring Lake Park Rd., objected to <br />the assessment on the grounds that he does not have the front footage <br />stated in the assessment book. Rather than the 563 ft. stated, he has <br />approximately 265 ft. and therefore should have a lower front footage <br />assessment. <br />There being no further objections Mr. Hodges adjouned the meeting <br />at 9:15 P.M. <br />After the meeting, an open question and answer period was held. <br />Questions regarding the cost of previous projects, other Villages <br />procedures, hook -up fees, future projects, Council policy regarding <br />installation cf water, etc. <br />These were discussed at some length by those present. <br />The question and answer period ended at 9:45 P.M. <br />Respectfully submitted by <br />Lloyd J.
