-3- <br />November 13th, 1961 Council meeting(con't) <br />000165 <br />their loans and he answered questions as to the use of these monies. <br />4 ayes. <br />The grading at the water site was explained by Christensen <br />who stated that this work should be done in a day or two, the progress <br />is satisfactory. <br />Mayor Crane called on the Engineer to report on the drainage <br />problem on Oakwood, 2103 Oakwood to Oakwood Park. Les Knutson reported <br />that a permanent solution for the drainage of approximately seven acres <br />would cost $9,000. He explained alternate methods resulting in temporary <br />abatement. Christensen described the area and explained that the <br />Eastman Construction Company put the homes up. The Council recommended <br />to contact Mr. Eastman to have him extend the drainage to the Park and <br />instruct the Clerk's office to write a letter to this effect. <br />Milt Stole requested a definition of "side yard" to be used in <br />the Building Ordinances. Christensen suggested that a request be made <br />of the Planner for this definition. <br />Trustee Perry Malvin reported that the Village had received a <br />request from a Pastor to investigate the traffic problem on Sunday <br />near their church. Since there is only one patrolman on duty Sundays, <br />Malvin asked if they had any Civil Defense members. This matter to be <br />referred to church directors. Malvin reported he will contact N.W. Bank <br />about some office equipment. <br />Trustee Donald Hodges reported on the Parks and Playgrounds <br />Committee meeting and their recommendations. <br />A. The schedule for the three Mounds View skating rinks would <br />be: Monday thru Thursday 3 :00 P.M. to 8:00 P.M.; Friday 3 :00 to <br />9:OOP.M.; Saturday 1:00 to 9:00 P.M.; Sunday 1:00 to 8:00 P.M. <br />B. Now taking applications for attendants for the skating rinks; <br />C. Tentative rules for the warming houses has been developed. <br />Hodges asked the building inspector to assign addresses to the warming <br />houses. Swings are being taken down and stored. Grates are needed to <br />cover the ends of the tile culvert on Lambert Park. Christensen stated <br />he would talk to the County about this matter. <br />Inspector Walter Skiba reported that he planned to inform the <br />Fire Department the hydrants useable for their drills. <br />Attorney Meyers presented a memorandum relative to approval of <br />building plans and specifications; State law required that a registered <br />architect or engineer must approve plans where any private or public <br />building is contructed where public welfare is involved; any building <br />costing more than $10,000 except one or two family dwellings; and public <br />works or improvement over $2,000 in cost. <br />Meyers presented and explained a water meter lease agreement. <br />Resolution #91 correcting assessment for County Auditor's <br />#29288 read. Motion by Christensen to adopt resolution. Seconded by <br />Malvin. 4 Ayes. <br />The Attorney reported that the Porter Property was condemed on <br />November 6th so that installation of the water mains may now begin on his <br />property. <br />
